Job Description
This is the most senior Caterpillar security management position for the Americas region with accountability for all security related matters including operations, protection of tangible and intangible assets, investigations of high profile issues, crisis response issues concerning the safety of employees traveling into the region, and other related matters. This position directs the development and implementation of all security policies, standards, guidelines and programs within a large geographic region across all product lines and locations within the Americas.

This position directs, coordinates and implements security, operations and activities to ensure the protection of executives, managers, employees, physical and intellectual property, while ensuring optimal use of personnel and equipment. Develops and delivers preventative programs and services to protect against criminal financial loss, counterfeiting, crime against persons, sabotage, threats, emergencies, illegal acts, and property or environmental crimes in a cost-effective manner. Researches and deploys state-of-the-art technology solutions and innovative security management techniques to safeguard corporate assets, most importantly, Caterpillar employees.

The Regional Security Director will develop plans of action to move step-by-step to mitigate security risks to Caterpillar employees, plant &property, proprietary information, reputation & brand and regulatory compliance. This position develops operational and technical processes to maintain state-of- the-art, proactive security solutions

Responsibilities include directing the domestic and/or international staff in identifying, developing, implementing and maintaining security processes across the operating units within the region to reduce risks, respond to incidents, and limit exposure to liability or regulatory compliance in order to reduce financial and reputational loss to the company. Identifies significant security risks, designs and implements strategies and programs to prevent and reduce loss of the organization’s assets. Establishes appropriate standards and risk controls associated with intellectual property, employee protection, product counterfeiting and related issues within the region, as necessary.

Responsibilities include:
· Conducts critical and analytical risk assessment and security threat analysis of operations;
· Provides design, development and review of physical and information security, logistics and production security for a diverse range of business units;
· Conducts high-level security audits across all facilities, areas include facilities security, review of financial processes and management controls from a security perspective, security of logistics, supply chain vulnerabilities and related processes affecting the profitability of operations;
· Conducts integrated intellectual property audits with CACD
· Conducts supplier due diligence and site security assessments prior to any technology transfer agreements with business units. Findings reported to Legal and information owners for contractual modifications to agreements to ensure proactive IP protection
· Publishes multiple security and safety communication and awareness programs for varying audiences with emphasis on travel security, fraud and conflict-of-interest prevention, general and emerging security risks within the region.
· Conducts internal /external and due diligence investigations, supporting mergers and acquisitions, use of agents, sales representatives and related matters.
· Leads the development, training and facilitates communications with the regional Crisis Management team including the senior executive leadership in the region (Validate and test high risk/impact location for business resilience, Effectively engage all Regional BU’s in any incident /crisis situation that occurs, Conduct tabletop exercises for the RIMT – bi-annually, Provide expert advice and support during the preparation for and/or activation of a specific operations emergency response team in a particular location or number of locations depending upon the nature).
· Regional Violence in the Workplace programs as appropriate with training and escalation to the corporate threat team as applicable
· Accountable for the regional development and implementation of a brand protection program with inclusive training, resources, and investigative expertise
· Communicates regularly with Regional Vice Presidents, general managers, employees, suppliers, contractors and others across all product lines and countries located within the region; effectively use these relationships influence business unit decisions to establish and maintain a strong regional security program;
· Provides liaison with international law enforcement, government agencies and third party intelligence providers within the region as it applies to the safety of employees and operations;
· Conducts and manages complex investigations into financial, operational and related losses of assets requiring the knowledge of regional laws, regulations, and contemporary security investigative processes including forensic financial and computer investigations that may require the coordination of appropriate outside resources.
· Establish and maintain open communication and professional relationships with Legal. Audit & Compliance, Global Purchasing, and other service organizations. Lead representative on Regional Compliance counsels with roll-up reporting to the Chief Ethics and Compliance Officer for the Enterprise.
· Provide support and expertise to all business functions as required, especially in relation to business acquisitions and product and service developments
· Develop and lead the regional security organization and resources across the region, ensuring compliance with internal and external standards and continually developing the expertise and capacity of the Caterpillar security function for proper succession planning
· Provide guidelines, training and timely alerts to support the safety and security of Caterpillar employees (drive Regional Global Security Risk-Based Travel guidelines, Engage regional travel coordinators and promote the Travel Security CLMS as required learning, Support EO travel itinerary’s with appropriate security facilitation, Actively monitor and report on travel risks to High Risk countries)
· Participate in special projects and performing other duties as assigned.

The incumbent develops and manages the capital and expense budget for the security operations represented across the region. Develops close relationships with senior management of operating groups within the region, high-level law enforcement and international counterparts to include in-country security and International Security agencies, intelligence and private sector counterparts worldwide. Briefs executive management on status of security issues affecting operations within the region with the ability to set, manage, and meet expectations with clients. Develops a position within an organization climate of diverse operational activities and often-conflicting regulations imposed by agencies with regulatory jurisdiction. Provides leadership direction to the management and professional staff within the organization units operating within the region. The director establishes and maintains a well-developed network of international professional contacts in law enforcement, intelligence agencies and corporate security departments.

This position requires a moderate to significant amount of travel depending upon regional risks, up to 50% of work time.
Qualifications
Required Skills:
Bachelor’s degree or international equivalent in an area of study relevant to this position and extensive experience with a major law enforcement, intelligence, public or private sector security organization.
Experience in asset protection and information security with complex IS and physical security experience.
Requires general understanding of Caterpillar business operations including the technical infrastructure, general business processes, parts warehousing, distribution, dealer processes, manufacturing, and engineering functional applications.
Must be able to provide strategic direction for the region with 2-5 year plans. Experience in risk management and relevant security assessments.
Ability to be highly proactive and advise on processes as they are being improved or developed.
In addition, the candidate must demonstrate experience and exposure in the international security arena.
Must be capable of passing a National Security Background Investigation to enable the issuance of a security clearance under the United States National Security Act.

Desired Skills:
Masters degree, in an area of study relevant to this position. An understanding and application of security in different cultures, working across different countries, and experience in an international environment is required. The incumbent must possess excellent people skills with the ability to interact with and influence senior management to further the regional security program. Exceptional leadership, organizational, and interpersonal skills, demonstrated persuasive and influencing capabilities and an ability to lead and motivate others. Must have ability to work quickly and independently with attention to detail and sensitivity to deadlines.

ASIS Board Certified Protection Professional, Certified Information Security Services Professional, and/or Certified Fraud Examiner preferred.
