Job Description
Under limited supervision, responsible for various elements of support within the Security function The specific work assignment may include duties or activities that assist and support management in one or more of the following functional areas, in addition to other duties as assigned:
Oversees Protective Force (PF) Line Managers (Training, Operations, and Programs) and ensures departmental objectives are met in each topical area
Ensures that PF Management and Supervisors adhere to and enforce the Collective Bargaining Agreement, and negotiates with the Bargaining Unit as necessary
Ensures that company security policies, orders, procedures, programs, etc., are compliant with DOE Directives and are developed, implemented, and managed appropriately
Maintains knowledge of site safety policies and performs assigned duties in a safe manner. Also has responsibility for the safety of subordinates and ensures that all PF personnel comply with established safety policies and procedures and practice safe work habits
Provides oversight, review, audits, surveys, and recommendations concerning PF training, PF Operations, and PF Programs
Responsible for ensuring that the annual PF self-assessment is conducted and that all associated findings and observations are properly tracked to closure
Oversees/conducts security Risk Assessments as needed to support FBP and/or site objectives and missions. Briefs Senior Management on results of these types of assessments and provides a formal report
Ensures PF personnel are properly trained and equipped to respond to various security events, to include, but not limited to building alarms, protestor/demonstrator events, active shooter events, bomb threats, general emergencies, severe weather conditions, and theft/sabotage events.
Ensures that the DOE Graded Security Protection (GSP) Policy is appropriately implemented into the PF program
Maintains a PF staffing plan (uniformed and non-uniformed) that is based on current mission requirements, DOE Order compliance and core objectives, and is derived from an analytical process Ensures the plan identifies the total number of armed and unarmed uniformed PF personnel that are required to successfully achieve the mission, and submits the staffing plan annually to Senior Management for review and approval
Determines the appropriate assignment of specific individuals to support overall resource requirements and actively participates in the hiring process when staffing vacancies within the Department
Ensures that a PF liaison is appropriately established for interacting with other site contractors in support of D&D objectives
Works closely with the WEMS Security Manager to ensure that site Safeguard and Security (S&S) objectives are developed, implemented, properly managed, and/or complied with
Plans, schedules and organizes security department to ensure effective utilization of employees and compliance with all contract requirements, quality standards and budgetary guidelines
Responsible for conducting site reviews, writing audit/review reports, reviewing findings and making recommendations to senior management
Manages all aspects of a security project life cycle, including scope definition, developing detailed plan, tracking, managing and communicating project status
Maintains close working relationship with senior management and/or operational management in ensuring security services are being properly executed and needs of the company are met
Monitors and evaluates unit performance on key security issues and programs, recommends corrective action programs where appropriate
Responsible for planning, developing and implementing security plans and programs such as Emergency Response and Crisis Management, Physical Security, Information Protection, Incident Management and/or Investigation
Maintains knowledge of complex industry trends, current security issues and security technology and updates management on risk and threats which could impact the project
Performs incident analysis and investigation relative to all incidents with advice and closure to all responsible functional management and supporting security management
Conducts risk assessments to ensure compliance with local, state, federal guidelines as well as contractual and corporate policies and procedures
Serves as liaison with local emergency response organizations
May have budgetary responsibilities

Working Conditions
Work in an environmental restoration atmosphere (outdated and/or abandoned facilities). Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not followed.
Ability to wear respirator and other protective equipment to enter various types of potentially hazardous areas (such as but not limited to chemical, dust fumes, mists, heat stress factors, etc.).
Ability to carry several instruments/equipment or tools while walking extensively. Potential prolonged walking/standing, repeated pushing/pulling.
Ability to perform medium to very heavy work, exerting up to 100 pounds of force occasionally, non-repetitive, up to 50 pounds of force frequently (any exertion of force/lifting greater than 45 pounds requires usage of a two person “buddy system”), and/or more than 20 pounds of force constantly, repetitive; performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching.
Potential for prolonged driving of or riding in a motor vehicle, machine operation, and/or working around moving equipment/machinery or motorized vehicles (such as but not limited to car, truck, golf cart, gator, heavy equipment).
Ability to work in confined areas, tanks, heat stress conditions, high noise and areas with radiation and chemical hazards.
Environmental conditions may include weather or temperature extremes, inclement weather (such as but not limited to wind, rain, excessive heat, excessive cold, snow/ice, etc.)
In some cases radiological training may be required.
May be required to operate company vehicle during the course of work. All safety and DOT regulations and procedures must be adhered to at all times.
