Unit Chief Of Security - Afghanistan

PAE seeks a Unit Chief of Security to manage Safety and Security operations for the Interdiction program in Kabul, Afghanistan.

Duties & Responsibilities
The Interdiction Task order Unit Chief –Security (UC-S) is responsible for in country oversight of all interdiction task order security operations and requirements, to include the Kabul- NIU/DEA Camp, along with the Regional Law Enforcement Centers in Herat.
The UC-S primary responsibility is to oversee the static security operations and sub-contractor performance at the Kabul and Herat camps, and to mitigate risk to all PAE/Interdiction personnel while maintaining mission effectiveness.
The UC-S will develop and implement an SOP for compound visitor access to include a weapons clearing and storage procedure, search procedures, proper entry protocol, point of contact process, visitor’s pass process and an emergency evacuation plan for the PMO staff and Advisor/Mentors.
The UC-S will also coordinate and monitor, when appropriate, security radio traffic for the DEA/Interdiction compound and QRF/QRT mobile security teams when called upon. Ensures effective communication with the security subcontractor, DEA, DOD and other appropriate host country national security entities on all security related issues.
The UC-S will maintain an up-to-date inventory of all security assets to include body armor, weapons, ammunition and radio inventory. Also responsible for overseeing monthly Fire and Attack Drills to keep the Interdiction PMO and Advisor/Mentor staff in a high state of readiness. Drills will be conducted with the DPM and when appropriate, Site manager along with an appropriate representative of the security subcontractor company. Post-drill, the Security Manager will generate an after-action report which will be used for further learning analysis.
The UC-S will be responsible for visiting the Regional Law Enforcement Center (RLEC) as needed to address security issues, perform site inspections and liaise with the customer, PMO staff, USG and Host country counterparts. Will meet with the Regional Team Leads of the Security subcontractor and the Static Security Team Host Country LN Leads to cover issues such as the current security threat, vehicle maintenance, and site/static security. Will conduct investigations of incidents that occur both in the regions, and in the Kabul area. When appropriate the UC-S will prepare draft Serious Incident Reports (SIR) to be submitted to the DPM for review and transmission to the customer and other appropriate PAE personnel.
The Interdiction Program UC-S will liaise with all security agencies including but not limited to the U.S. Embassy Regional Security Officer, International Narcotics and Law Enforcement Personnel, the security subcontractor and others. After liaison meetings are held, results and findings are disseminated, vetted and used to create the security posture.
The UC-S will supervise, direct and control all security subcontractors to ensure performance is in compliance with the subcontractor’s stated mission procedures. Will assist in resolving any challenges facing the security subcontractor and the PAE-Interdiction team.
Will monitor the movements of the Interdiction PMO and Mentor team when outside their Kabul and RLEC Camp to ensure that the team is utilizing the correct security transportation level.
The UC-S will be responsible, with the recommendation of the security subcontractor and DPM, for determining the security posture for PMO and Mentor movements off of the Camps and assist in making decisions when these movements should be modified or cancelled due to a security advisory or emergency. In the event of a security incident, the Security manager will take immediate action to notify the DPM and all staff as to the proper security posture to counter or mitigate the risk. The UC-S will be proficient in the safe handling and proper use of arms and will be educated in the Law of Armed Conflict and the Rules for Use of Force.
The UC-S will have direct responsibility for the supervision of the Interdiction Task Order Security Unit, currently consisting of one Kabul based TCN security manager and six staff members
Qualifications:

Position Requirements:
A minimum of 10 years International experience working as a career professional in Senior Law Enforcement, US Military Special Operations, DOS or DOD Force Protection, preferably in austere Post Conflict countries.
Bachelors degree preferred or equivalent Professional experience; excellent report writing capabilities; familiarization with all Microsoft and word document/applications.
Must be able to secure a TS clearance.
Must be Medically Cleared to perform on contract.
