American Red Cross International Services Department (ISD) seeks to

SUMMARY :
The American Red Cross (ARC) works globally in relief and development activities through the International Services Department (ISD) and the International Red Cross and Red Crescent Movement. The American Red Cross seeks a Security Advisor (SA) to serve as the coordinator for all ISD international security matters at the American Red Cross. As the requirements for security are unique in the international humanitarian aid sector, potential candidates should have a deep understanding of, and experience in, security practices within a humanitarian framework.

RESPONSIBILITIES :
The Security Advisor will act as the focal point for ISD concerning all international security issues. The SA will be responsible for all procedural matters related to international security and ensuring a coherent response by ISD to any international emergency security situation. Specifically, the SA will:
- Determine and adjust ISD’s security policies, SOPs and strategies as needed.
- Conduct regular security assessments and site inspections to determine security needs and compliance with security regulations and procedures.
- Meet regularly with Regional Directors and their teams to advise on regional security issues, and assist in the development of security plans during the development of project proposals.
- Formulate detailed recommendations aimed at ensuring the security and safety of all ISD personnel who are deployed overseas. This includes pre-travel briefings for NHQ staff making field visits.
- Work with field offices and NHQ managers to provide technical direction needed to establish and operate security systems.
- Review and approve security plans formulated by field delegations and international response teams.
- Proactively seek and analyze security related information through various resources and evaluate ARC security implications.
- Communicate information, analysis, predictions and advice in regular reports to field offices and NHQ managers.
- Provide, recommend, or coordinate safety and security training programs for ISD staff.
- Establish and maintain collaborative relationships with security personnel at the International Committee of the Red Cross (ICRC), International Federation of Red Cross and Red Crescent Societies (IFRC), the Non Governmental Organization (NGO) community, relevant United States government agencies and United Nations. This function will also coordinate with the ARC Office of Investigation, Compliance and Ethics for investigative support and coordination and contact with law enforcement entities in countries where the American Red Cross is operational.
Qualifications:
- Bachelor’s degree, in International Relations, Humanitarian Affairs, related field or the equivalent experience is required.
- Minimum five years experience in international relief and development, at the field program management level required.
- Familiarity with Red Cross/Red Crescent Movement, NGO or UN security standards essential.
- Knowledge of international humanitarian security issues and training curriculum required.
- Excellent writing, public speaking and interpersonal skills required.
