Assist in assessing MOI institutional roles in the criminal justice system; identify and prioritize areas for reform; work with counterparts to design and implement needed reforms.
Provide expert advice, guidance, and leadership with regard to the design, development, implementation, and oversight of police training programs.
Evaluate requests for operational, logistical, or institutional support. Recommend supportive courses of action to the INL office within the U.S. diplomatic mission.
Gather necessary information and assist in planning and coordinating activities across program and organizational lines, reconcile conflicting interests, and resolve complex and sensitive issues.
Provide the INL Director with current analyses and the latest information on issues relating to police reform, police training, and their integration into Embassy Tunis and international donor efforts: note problem areas and opportunities that merit Embassy attention; suggest courses of action.
Develop and maintain a close working relationship between INL and the Government of Tunisia (GOT) in order to assist the INL Director in resolving issues affecting operations relating to the administration of police training and development programs.
Assist in coordinating activities with Embassy country team members involved in promoting the development of the criminal justice sector.
Ensure police training and reform efforts are on track amid constantly changing circumstances, facilitating interactions among the INL Director, Tunisian law enforcement, other local officials, relevant international partners, and representatives from civil society.
Monitor and review, in coordination with the U.S. diplomatic mission, the use of any USG police assistance provided during the term of the contract. The purpose of this oversight is to ensure, any USG provided commodities and financial support are delivered in a timely manner and properly utilized in accordance with applicable USG regulatory standards and waste, fraud, and/or abuse is prevented.
Prepare and present briefings to Tunisian the National Police and National Guard, other Tunisian law enforcement agencies, the US diplomatic mission and senior USG officials, third country government officials, and officials of international organizations.
Attend conferences and multilateral and regional meetings that relate to the assigned areas of responsibility, as requested by the INL Director.
Other duties as assigned by the INL Director or his/her designate
REPORTING REQUIREMENTS:
On a weekly basis, the Senior Police Advisor shall provide no later than the Wednesday of the new week a report to the INL Tunisia Program Officer and INL Director in Tunis that includes, at a minimum:
Reporting on the advisor’s activities to include who the advisor met with, what topics were discussed, what decisions were made, and next steps to achieve decisions;
An explanation of the most significant achievement of GOT units, leaders, or individuals made during the week. The achievements must be related to INL program goals: this does not need to change week to week, only when significant achievements occur;
The most significant challenges that the advisor must overcome in order to meet the milestones; this does not need to change week to week, only when significant challenges are identified; and
A calendar of important upcoming dates for the next three months to include:
o Significant GOT or U.S. government operational events;
o Significant meetings with GOT ministries, foreign government officials, and U.S. government officials;
o Upcoming contractual deadlines.
U.S. citizenship.
A minimum of ten years experience in law enforcement operations, management, organizational development, planning, and/or training.
A Bachelors degree from an accredited institution in criminal justice, business administration, organizational development, or other related field or an additional five years of relevant experience.
Demonstrated experience in development/reform of foreign police organizations, or other relevant experience with foreign police organizations.
Demonstrated ability to explain, promotes, and defends USG policies to senior law enforcement officials of other nations and the host country and representatives of international organizations.
Demonstrated experience working or coordinating with USG agencies (e.g., USAID, Justice, State, DHS, and/or Defense)
Proven ability to exercise a high degree of professional judgment, diplomacy, and tact at all times in order to build successful relationships with Tunisian partners and the international community.
Strong interpersonal skills: proven ability to work well with others.
Excellent oral and written English communication skills.
Proficient in Microsoft Office Suite, and ability to organize, analyze, prepare, and present information to a variety of audiences.
PREFERRED KNOWLEDGE AND SKILLS
Extensive experience managing and/or directing programs in police training.
Knowledge of USG contracting practices and experience in contract oversight.
Experience working overseas on police programs
Fluency in French and/or Arabic at the FSI 3/3 level.
