Facility Security Officer / Security Manager

Job Description
Serves as Spectrum’s Senior Facility Security Officer (FSO); managing all industrial security aspects at geographically separated locations including Spectrum Corporate Headquarters and numerous company and government customer sites.  Ensure all Spectrum employees are cleared at the appropriate security level and are compliant with National Industrial Security Program Operating Manual (NISPOM) requirements and DOD regulations, policies, and guidelines. Maintain an effective security awareness training program. Manage and execute security measures necessary for implementing NISPOM policies and procedures for the protection of classified or sensitive government material/data.  Serve as Spectrum’s security subject matter expert on all security related issues and various support efforts to include Proposals, RFI’s, White Papers, Sources Sought responses, and contract / sub-contract agreements. Manage all aspects of facility security including building and area access control systems and procedures for openings and closings, and ensuring compliance with corporate security requirements.
Required  Skills and Experience
  • Ability to obtain and retain TS/SCI Security Clearance
  • Minimum 5 years’ experience as an FSO for 250+ employee sized company
  • Has successfully completed the FSO Program Management Course for facilities with safeguarding capabilities
  • Proficiency working with JPAS and eQIP
  • Ability to clearly and concisely communicate, brief, and train Security Education and Training Awareness (SETA)
  • Experience writing security associated portions of Proposals, responses to RFIs, and Sub-Contract Agreements
  • Experience with management of classified IT systems to include writing and updating system security plans in accordance with Chapter 8 of the NISPOM
  • Competency in preparing Prime & Sub Contract DD Form 254s
DESIRED SKILLS:
  • Familiarity working with cleared employees in numerous geographically separated locations
  • Understanding of ITAR government regulations
  • Computer proficiency in MS Office Applications
  • Knowledge of Special Compartmented Information Security Management
  • Ability to work in a team environment cooperatively with other staff members as well as industry partners and customers
  • Experience in SAP/SAR management
SUPERVISORY RESPONSIBILITIES:
  • Supervise the Assistant Facility Security Manager (AFSO)
  • Ensure all subordinate personnel are adequately trained
