Description
Counterintelligence and investigative position will be the subject matter expert that will be solely responsible for the development and implementation of a cost-effective proactive security (CI) program with emphasis on compliance with U.S. Government laws, regulations and creation of internal company policies, procedures, processes and conducts and supports Company-wide investigations regarding suspected violations of company policy and government regulations, criminal conduct and ethics as the Enterprise lead and the IS Sector focal point. The position is responsible for gathering and evaluating facts, conducting investigative interviews, writing investigative reports, making presentations to management, handling calls of an emergency nature, and interfacing with the law enforcement/intelligence community. It requires broad experience in all aspects of the security discipline including, counterintelligence, insider threat, physical security, operations security, industrial security, communications security, information security, security investigations and information technology security. Demonstrated ability to handle sensitive, confidential information and matters is essential. Diplomacy in dealing with all types of personnel with exceptional interpersonal and organizational skills, and highly developed analytical reasoning skills. A proven track record of managing complex projects from inception to completion.
The Counterintelligence program organizes, coordinates and focuses intelligence and investigative activities to identify and mitigate threats to sensitive or critical resources and infrastructure including its people, programs, processes, assets, information, and intellectual property (knowledge) posed by foreign adversaries and competitors seeking to disadvantage missions, relationships, contracts and business pursuits within the U.S. government and global marketplaces. The Counterintelligence program is a fast paced environment, must be able to operate with a sense of urgency and attention to detail. Ability to prioritize multiple responsibilities and process high volumes of work in a timely and accurate manner. Must possess knowledge of Security Investigations, Counterintelligence, Insider Threat, U.S. Government Laws and Regulations, In-depth knowledge of supporting Adverse Information via JPAS, Investigative and Interviewer Skills.

• Enterprise representative for the Defense Security Service CI Partnership with Industry that is responsible for the performing tasks, meeting attendance, collaboration and sharing information throughout the enterprise based on DSS CI partnership mission and objectives.
• Proposes and coordinates CI strategies to mitigate vulnerabilities and risks affecting acquisitions, programs, contracts and business transactions.
• Supports new business activities by integrating CI or related threat perspectives
• Conduct and support sector-wide investigations regarding suspected violations of company policy, government regulations, law, and ethics.
• Develops, coordinates and co-authors integrated CI policies and governance programs for the NG Enterprise to include hosting inclusion conferences with peer sector leads to ensure uniform and consistent communications, focus and approach.
• Interact with all levels of company personnel on security matters and support the Business Continuity, Special Events, and Safety programs.
• Functions as liaison to federal CI, intelligence and law enforcement agencies, to include cooperation and collaboration with site managers to resolve incidents.
• Interacts with private sector/commercial, defense industrial base and government agencies on CI matters of mutual interest.
• Interfaces with counterpart customer security, CI departments and law enforcement agencies.
• Assists in determining risks associated with facility protection and business operations and contributes in developing programs to manage risks in a cost-effective manner.
• Advises security senior leadership on CI - security solutions, issues and matters.
• Manages and coordinates investigative activities that assist in resolving CI as well as escalating threat matters inhibiting the business.
• Participates in crisis and consequence management programs as appropriate.
• Amasses and researches data and information, conducts CI analysis, develops awareness reports, constructs threat assessments, prepares and delivers briefings, and communicates broadly to leadership and employees to influence positive security behaviors and action.
• Identify, develop and implement process improvements for the business.
• Develops and delivers an enterprise-wide CI awareness education program; monitors and supports globalization efforts including foreign travel, foreign/global contacts, and other global interactions that warn of serious CI risks to business operations and executes activities in accordance with federal contractual obligations.
Qualifications
Basic Qualifications:
15 years qualified experience with Bachelors; 13 years qualified experience with Masters; 19 years qualified experience with High School diploma or equivalent in industrial security, counterintelligence, and security investigations.
Current Top Secret/SCI Clearance.
Must be willing to travel up to 25% (weekly to Quantico) and able to respond to emergency security matters on a 24 x 7 basis.
Preferred Qualifications:
Experience in law enforcement, security, intelligence, counterintelligence, or criminal investigations at the international, federal, state and local government and corporate levels.
Strong intelligence community background.
Established network in the law enforcement and government security communities.
Proficient working knowledge of the FAR and DFAR, ITAR, ICD, JAFAN and NISPOM.
Superior written and verbal communications skills with ability to write concise and factual
investigative reports.
Demonstrated proficiency with MS Office Suite (Word, Excel, Access, PowerPoint, Lync and Outlook).
Demonstrated ability to handle sensitive and confidential information and matters is essential.
Proven track record of managing complex projects from inception to completion.
