Job Summary
This position is responsible for overseeing an eighty plus member federal police force. The position oversees all operations to include post work, and the control center for a 24/7 operation ensuring the physical safety and security of Bank personnel, tenants and property. Responsibilities include budgeting for every facet of the department, strategic planning and work force planning. Staffing responsibilities include interviewing, selection, hiring, and background investigations. This position is also responsible for the development and/or facilitation of highly specialized training and certification programs. The executive protection program and the training thereof is an additional responsibility. This position also acts as the Bank's Federal Court Liaison.
Principal Accountabilities
Direct operation of three day shifts, an evening and midnight work shifts to include post work and the control center. Assign staff to appropriate shifts to ensure the safety and protection of the people and assets on the Bank property. Ensure staff on each shift is assigned schedules that provide staffing consistent with shift responsibilities.
Actively oversee every aspect of staffing from application review to interviews, selection, hiring of new personnel and background investigations.
Monitor daily performance of the law enforcement staff to ensure compliance with procedures and protocol. Ensure the development and/or facilitation of highly specialized training and certification courses to the federal law enforcement training accreditation (FLETA) standards.
Identify, advocate and implement process improvement initiatives and/or solutions to operational issues.
Implement procedures for controlling personnel and vehicle access to the building in compliance with Board guidelines. Review and rewrite procedures to address the changing needs of the Bank and/or threats.
Lead investigations for losses to Bank, personal belongings and property damage.
Oversee the locksmith activities and performance insuring proper fail safe and fail secure locking systems are in place, as well as appropriate training.
Develop and maintain contact with other emergency management and law enforcement agencies.
Work with the Legal Department in preparing and representing the Bank's FRLEO's in court. Attend regularly scheduled meetings with outside agencies.
Perform research and analysis in support of improved or newer innovations in technology. Lead the implementation and integration of identified technological improvements.

Supervision
This position is required to directly supervise 4-7 employees and an entire 80 plus member police force comprised of law enforcement professionals most of which hold bachelor's degrees and some advanced degrees.
Knowledge and Experience
Knowledge and experience normally acquired through, or equivalent to, the completion of a Bachelor's degree and a minimum of 10 years of directly related experience (preferred), 2-3 years of which should be in a relevant leadership, supervisory, or managerial role. This position also requires applicable Federal Special Training, Certification or Registration.
All employees assigned to this position will be subject to FBI fingerprint/ criminal background and Patriot Act/ Office of Foreign Assets Control (OFAC) watch list checks at least once every five years.
