Security Program Assistant II

Summary
The Security Program Assistant (SPA) II will provide support for Worldwide Protective Services Division, Worldwide Protective Services (WPS) programs, to include Global Canine (K9), Bureau of Diplomatic Security’s (DS) Equipment Standardization, and Drug Testing contracts. The SPA II will work under the guidance of government officials in Office of Overseas Protective Operations (DS/IP/OPO), and other Security Program Officer IIIs, IIs and Security Program Officers. On an as needed basis, the SPA II will assist the Facility Protection Division and the Operational Support Division security programs.


Essential Functions
Vet commercial Contractors for duty under the Worldwide Protective Services contract (or other protective services contracts) and other Worldwide Protective Services Division tasks as directed.
Coordinate with other DS elements and commercial vendors concerning security clearances.
Analyze resumes and biographical data to ensure candidates successfully meet the contractual requirements of the high threat and non-traditional local guard security programs.
Analyze information submitted from a variety of other sources for validity, accuracy, applicability, and ensure data integrity of the databases maintained by DS/IP/OPO.
Provide senior management and program officers information and advice in order to determine appropriate responses to requests from the Department, Bureau, Post and commercial vendors.

Education and Experience
An Associate’s degree;
One (1) year of experience, six (6) months of which must be specialized in administration of security-related programs; remaining six (6) months of experience may be generalized;
Background knowledge of security industry standards and practices and/or Department of State security regulations, standards, and policies and their application.
Familiarity with foreign affairs agencies.

The following are desired qualifications:
Experience in developing plans, policies and procedure implementation, and interpretation of Government regulations;
Possess an in-depth knowledge of computers with emphasis in advanced proficiency in word processing, data base management and financial spreadsheets;
Ability to provide information in writing that is clear, accurate and concise;
Experience in reviewing invoices;
Experience in preparing Statements of Work and reviewing contract proposals;
Capable of solving problems, communicating proposed solutions to upper management; and
Familiarity with National Industrial Security Program procedures is a plus.

Supervisory Responsibility

No supervisory responsibilities.

Work Environment
This position operates up to 15% of time overseas in an austere environment. Position requires Security Program Assistant II to work effectively with others including those of different cultures. While visiting overseas location(s), one may experience temperatures that are very cold or hot.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

Position Type/Expected Hours of Work
This is a full-time position, and hours of work and days may vary. Occasional evening and weekend work may be required as job duties demand.

Travel

This position requires up to 15% of travel overseas. SPA II shall not have any impediments to overseas travel which may be to countries that are considered dangerous or unhealthy.

Security Clearance

Secret security clearance is required.
