General Summary
Responsible for development and delivery of Maritime Law Enforcement training courses as directed by the Regional Manager within the defined territory.  In addition, he/she will be delivering marine consulting services related to his/her background and experience.  Part of his/her activities will be assessment of marine client needs.

Principal Duties and Responsibilities (PDR)

This position is responsible and accountable for the following aspects:
1. Assesses client/market needs within assigned territory in order to effectively determine appropriate course content and design.
a.     Determines the needs of builders and owners in the ship and offshore industries.
b.    Conducts marketing activities as appropriate to solicit business.
c.     Liaisons with other personnel and management for support and advice.
d.    Deals with client enquiries, i.e. communications, agenda development, proposals writing and contracting.
e.     Liaisons with owners and builders to support development of new projects.
2. Monitors and prepares for effective delivery of courses.  Implements improvements where needed.
a.     May attend training as appropriate in order to develop skills for deliverly of ABS Academy courses addressing core client interests.
b.    Responsible for ensuring all course materials are prepared in advance for each course ready for delivery
c.     Ensures each course is delivered professionally.  May arrange for or contract with outside instructors/trainers as needed to assist with or improve the quality of course delivery.
d.    Solicits feedback from attendees or participants to measure the quality, effectiveness, and applicability of course content.  Makes modifications to course content or delivery methods as needed.
3. Course development.
a.     Participates in workshops and meetings for the development and maintenance of training materials.
b.    Develops course material either as a member of a team or individually.
c.     Through client contact proposes additional training subjects for development.
 

Qualifications
 
Knowledge, Skills and Abilities Required (KSAR)
Qualified candidates must possess experience/training background in Coast Guard Port Security Specialist rating, Maritime Law Enforcement, or equivalent U.S. military background/experience.
Instructional expertise includes:
·         knowledge of Coast Guard Small Arms Instruction; Coast Guard Use of Force Policy; Defensive Tactics; Use of OC/Pepper Spray; Use of Deadly Force; Weapons Safety; Handcuffing; Detention and Interview policies; Coast guard Law Enforcement Authority and Jurisdiction
·          International law jurisdictional issues; Security Patrols and Inspections, Security Planning and Review, Force Protection, and Anti-Terrorism;
·         De-escalate and Survive a Hostage Situation
·         Coast Guard Boarding Procedures; Enforcement of Safety Regulations for Commercial Fishing Vessels and Recreational Vessels; Search of vessels; Search of persons; Weapons and Drug Identification, Handcuffing; Detention and Interview policies
·          Coast Guard Law Enforcement Authority and Jurisdiction; International law jurisdictional issues; Coast Guard Statement of No Objection process and procedure; Boating While Intoxicated
·         Case Package preparation and Statement Writing; testifying in Court.

·         Candidates must also meet the physical fitness standards as set in the Boarding Officer/Boarding Team Member qualification book. The position requires physical exertion by teaching defensive tactics and allowing the students practice their techniques on the instructor in protective gear.
·         Additionally, they must possess the knowledge and ability to facilitate in a fast-paced, scenario driven role-playing situation and provide timely feedback and guidance on student’s performance. These include facilitating Tactical Procedures in a dynamic environment and provide timely feedback and guidance on student’s performance. Candidates must be able to effectively facilitate mock boarding scenarios including the physical requirement to climb ladders and move through small compartments and be able to participate as a role player during dynamic scenarios requiring the physical ability to be restrained in handcuffs.
·         Candidates will also be knowledgeable in the operation of Firearms Training System (F.A.T.S.) and Range 2000.

·         Maritime Law Enforcement School Boarding Officer Course and previous experienced as a qualified CG Boarding Officer is strongly desired.

Working Conditions
Work will normally be performed in a suitable air-conditioned office environment with occasional travel to and from work sites, and abroad as necessary. May occasionally visit manufacturing plants, remote field sites or go aboard marine vessels or structures.  Must be able to walk and climb among shipyard equipment and structures as necessary and may be required to occasionally use a flashlight and wear protective clothing such as gloves, safety glasses, hardhat and safety shoes.
