Senior Personnel Security Specialist- Senior LevelOverview:

Responsibilities:
Functional Responsibility:
Processes, from start to finish, all private sector security checks and clearance requests in accordance with Security Division (SecD) and Intelligence Community (IC) directives and guidelines while being imbedded within one of the Security Division’s adjudicative sections
Reports administratively to the OSO and keeps records, reports and other administrative reporting documentation in accordance with OSO requirements.
Assists in establishing a new private sector security clearance program which meets all requirements, initially and as the program matures, as outlined by OSO management
Assists in the development and updates of Standard Operating Procedures (SOPs)
Prepares correspondence, reports, briefings, and other documents and maintains appropriate files, both hard and soft copies, as required
Assists in ensuring content for the internal OSO website is created and keep up-to-date, with respect to items, processes, forms and other information as applicable, related to the private sector clearance program, and all information is provided to the webmaster on a timely manner based on defined and documented timelines and/or as directed by OSO management.
Receives in-bound and prepares out-bound communications (Electronic Communications), files records, publications and other associated documents
Assists with the preparation of final reports to include editing for errors, prepares appropriate charts, graphs and computer based presentations
Assist is adjudicating clearances not related to the PSEP, as directed by SecD management, during times when all PSEP work has been completed.
Possesses excellent computer skills to include proficiency in MS Office Suite Products
Qualifications:
Minimum Experience:
Minimum fifteen years conducting, directing, or evaluating Top Secret/Secret investigations.
Minimum five years directly-related experience analyzing investigations, record checks, and other information as necessary for the purpose of making a written record of the accuracy and completeness of the investigation and to enable the FBI SPM to make an accurate security adjudication decision
Knowledge of, and ability to use Lexis Nexis
Minimum 3 years experience developing and writing Reports of Investigation upon which a security and/or suitability adjudication record can be created
Demonstrated knowledge, based on application, of the following security- related/investigative guidelines:
o Executive Order 12968, “Access to Classified Information”
o Executive Order 10450, “Security Requirements for Government Employees”
o Intelligence Community Directive 704, “Personnel Security Standards and
Procedures Governing Eligibility for Access to Sensitive Compartmente Information and Other Controlled Access Program Information”
o National Industrial Security Program Operations Manual (NISPOM)
o OPM Adjudicative Guidelines
o Attorney General Guidelines
o National Foreign Intelligence Program Manual
o United States Code of Federal Regulations
Proficient computer skills to include:
o Working knowledge of Microsoft Office software applications (Word, Excel, Outlook, PowerPoint)
o Use of Internet to conduct research and/or open source checks in aid of investigations
o Ability to become acclimated to the various FBI and community IT systems for conducting automated record check
Excellent communication skills, both oral and written
Education & Experience Requirements:
Minimum Education: Undergraduate degree in security, business, management, government, intelligence or a related field is highly desired
Desired Experience /Education / Certifications:
1811 federal law enforcement experience; knowledge and experience in conducting traditional investigations, background investigations, and security investigations; Minimum fifteen years conducting, directing, or evaluating Top Secret/Secret investigations with preferred experience in counterintelligence/espionage, counterterrorism, criminal matters, and personnel security investigations;
Advanced Degree in security, business, management, government, intelligence or a related field
Security Clearance:Top Secret
