The National Security Campus (NSC) is a U.S. Department of Energy (DOE), National Nuclear Security
Administration (NNSA) facility managed and operated by Honeywell Federal Manufacturing & Technology (FM&T). The Security Specialist plans, develops, and administers security procedures and training programs for classified or proprietary materials, products, services, documents and equipment. This role assures that training and internal practices, procedures, and policies comply with Department of Energy (DOE) orders and any other applicable policies pertaining to security; conducts audits, surveys, special studies, and prepares security plans and procedures; may guide teams including coordination of activities and personnel providing leadership and direction; interacts with federal program leads within DOE and other security leadership. The Security Specialist must remain familiar with all security requirements and policies.
Note: Candidates with greater experience credentials may be considered for level commensurate with experience if business requirements warrant.
Summary of Duties:
Duties and responsibilities include a set of the following:
Prepares and assures the implementation of security policies and procedures.
Plans and coordinates the access controls to allow authorized personnel or visitor access to restricted records, materials, or areas.
Conducts investigations of unusual incidents involving security issues.
Plans, develops, coordinates, and presents security awareness training and education for security operations including protection force education and qualification, evaluates training program effectiveness, conducts job task analysis, security audits, surveys, and special studies, draft/revises standard operating procedures specific to business operations.
Coordinates activities related to security lock systems and maintains necessary records and inventories.
Develops written documentation of Security, COMSEC, OPSEC, Job Aids, and local procedures.
Coordinates with DOE to obtain rulings, interpretations, and acceptable deviations for compliance with regulations and orders.
Recommends and/or implements policies and procedures in support of management objectives.
Develops and facilitates internal communications which may include processing and distribution of information through communications services.
May perform other duties as required.
Conducts activities in a safe and healthy manner and works in accordance with established HS&E requirements to ensure the protection of employees, the public, and the environment. Takes actions necessary to “stop” work when an unsafe condition or action is identified. Every employee has the right and responsibility to stop work when unsafe conditions or actions are identified.

Qualifications
Basic Qualifications:
US citizenship in order to obtain and maintain US Dept of Energy “Q” level security clearance and other appropriate access authorizations to support operations
Bachelor’s degree or equivalent in business, law enforcement education or training, or an appropriate field relevant to assigned duties.
Three or more years of experience in key security program/project elements (physical, cyber, information security, technical security, proforce, etc.)
Additional Qualifications:
Demonstrated effective communications (oral and written) and interpersonal skills.
Knowledge of computer applications.
Must be able to obtain and maintain appropriate access authorizations to support operations.
Practical knowledge of manufacturing or industrial practices and operations.
Demonstrated knowledge of security directives acquired through direct security experience or the equivalent.
