IDS International is building a winning team to assist the U.S. Department of State’s African Contingency Operations Training Assistance (ACOTA) Program. The ACOTA Program is meant to provide training, logistics, and construction support to African countries and organization to enhance their capacity. IDS is currently looking for a Country Manager to support ACOTA. The Country Manager will be the in-country senior trainer and leader managing all aspects of Peacekeeping Operation training in accordance with contract and task order requirements. The candidate considered for the Country Manager position shall have a relevant blend of combat arms-operational skills, experience, and knowledge that will allow the candidate to satisfy the scope of work. The Country Manager position requires deployment to Africa.
Responsibilities:
•Serve as the primary interface/liaise between the US Embassy, Host Nation, U.S. military and international partners associated with security force training in the designated African country.
•Provide in-country direction and management for all contract and task order activities
•Manage personnel assignments and reassignments to different in-country program training tasks and missions as required by the Program Manager.
•Maintain professional standards of accountability, quality, and effectiveness of all deployed personnel on his/her team.
•Monitor and track movement of all contractors traveling to, working in, and departing from the country to which the CM is deployed.
•Provide direction and oversight of day-to-day operations for in-country training
•Coordinate and manage all in-country personnel and logistical support for program contractors.
•Ensure all instructors/trainers are prepared to teach in accordance with standards defined in task orders.
•Responsible for the conduct of individual and collective training for established and/or newly formed peacekeeping units based on the task, condition and standard in UN Peacekeeping Operation doctrine and associated POI.
Qualifications:
•Military Education Level 4 (Command and General Staff College)
•Minimum of fifteen (15) years military operations and training experience (or civilian equivalent) required with directly related experience in overseas program operations.
•Experience operating in areas with limited life support and in hardship conditions.
•Staff experience at battalion, brigade, or Special Forces B Team level (or civilian equivalent) is preferred. CM with a bachelor’s degree is preferred. CM candidate in grade O-5, or O-6; former Army or Marine Corps combat arms battalion commander is preferred.
•Preferred language requirement of level equivalent to 3-3 for non-English speaking countries.
