Duties:
If selected for this position, you will join a well-respected team serving as a Personnel Security Specialist and liaison to the EOUSA’s Security Program Staff (SPS) regarding all day-to-day personnel security matters within the United States Attorney’s Office District of Columbia (USAO-DC). Typical work assignments will include:
Reviewing, analyzing, and evaluating personnel background investigations for applicants, contractors and employees seeking employment/work within the USAO-DC. Pursuant to the policies, procedures, goals, and objectives established by the Human Resources Section, Administrative Division, USAO-DC, and EOUSA.
Recommending modification of policy and procedural guidance to appropriate individuals in response to deficiencies and problem areas.
Identifying and highlighting problem areas for higher level management and presenting cases for approval or disapproval.
Analyzing controversial information to determine the suitability and/or national security risk that may be posed by an applicant.
Conducting survey reviews to ensure that an employee's clearance level is still valid and requests various levels of clearance from EOUSA based on additional needs throughout the Office.
Initiating, receiving, and reviewing employment security clearance requests.
Requesting appropriate background investigation to be initiated by the USAO-DC and completed by EOUSA.
Identifying and resolving complex and extremely sensitive derogatory information/issues.
Initiating the security process for maintenance and engineering contractors by requesting National Crime Information Center (NCIC) checks for prospective contractors.
Assembling security request packages in the appropriate format, including all required documents and submits requests to EOUSA’s SPS for security clearances; fingerprints applicants and employees requiring an update to their security paperwork.
Maintaining and updating the office personnel security database and records on all inactive and active attorneys, support staff, contractors, etc.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Qualifications:
To be found qualified at the GS-9 level, applicants must have one year of specialized experience equivalent to the GS-7 level in the Federal service.
Specialized Experience:
Applying a knowledge of the laws, regulations, Executive Orders, and/or agency and office procedures related to personnel security programs.
Reviewing background information, credit information/reports, and criminal records checks to determine suitability for security clearances.
Utilizing automated databases to track information and generate reports.
OR
Education: Two full years of graduate level education, or a master's or equivalent degree in a field of study that is directly related to the duties of this position. You must submit a copy of your transcripts with application.
OR
Combination of Specialized Experience and Education:A combination of specialized experience as described in A, but less than one year; and I have less than two years of graduate-level education as described in B. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months off qualifying experience by 12. Then divide your semester hours of graduate level education in excess of 2 years (36 semester hours), by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (You must attach a copy of your transcripts).
