Job description
The Task Order Area Manager (TOAM) is critical to the overall success of Mission Essential’s DLITE contract performance. This position promotes the organization’s culture and aligns staff objectives and performance measures to achieve the program’s vision. The ideal candidate will demonstrate the ability to work at a senior level in dynamic cross functional teams. The Task Order Area Manager directly teaches, coaches, trains, mentors, and manages Site Managers (SM) and Assistant Site Managers (ASM), located at multiple major hubs in Afghanistan. The TOAM oversees all functions associated with the administration, safety, health and welfare, and overall management of all linguistic support services to the United States military and / or coalition forces. The TOAM maintains appropriate oversight of important functions such as personnel accountability in SCOPE Database, proper timesheet submission in Deltek, and proper accounting for Mission Essential and government equipment; coordinates with principal staff directors for functional area requirements. This position requires travel throughout the Afghanistan AOR.
Responsible for maintaining accountability of assigned staff and linguists in proprietary accountability system. Oversee assigned staff’s daily accountability procedures. Perform spot checks and monitor all reporting functions of assigned staff. Maintain accountability of all assigned CFE and GFE throughout region.
Responsible for monitoring, approving and quality control checks for employee time keeping functions in assigned region.
Engage with Military and Government officials on a regular basis to discuss linguist requirements, FOB/base closures, force protection, issues and concerns, accountability reconciliation and contract drawdown. Lead change-management initiatives in respective AO and provide feedback and follow up to all government, military and company leadership inquires.
Brief newly assigned company, Military and Government personnel on the DLITE language program and day to day operations.
Oversee vendor activities, performance and accountability in assigned area.
Provide ad hoc, daily and weekly SITREPs and activity reports as required. Participate in weekly staff meetings.
Oversee performance counseling throughout assigned area, to include quarterly translations assessments, annual performance evaluations, and written counseling statements.
Review all elevated behavioral and performance concerns, ensure proper protocol is followed and recommend corrective action plans.
Responsible for establishing and promoting a high performing staff and linguist retention program. Work individual and group retention challenges, promote awards and recognition program, manage retention budget and oversee morale health and welfare initiatives for assigned personnel.
Recommend and initiate process efficiencies through staffing, process and workflow review.
Train and mentor all assigned staff. Provide day to day guidance to subordinates aligned to achievement of mission and vision.
Conduct periodic site visits throughout assigned AOR to visit with military and government POCs, staff and linguists.
Minimum Qualifications
Bachelor’s degree in business related field, Master’s Degree preferred, or PMP certification, or DAU level III certification as a Project Manager, or 20 year military career
15 years of management experience including 10 years of supervisory experience.
Demonstrated ability to effectively interface with senior military and government officials, senior company leadership and subordinate staff.
Experience leading large groups (500+) preferred.
Project Management or Program Management experience preferred.
Exceptional oral and written communication skills.
Excellent decision making ability and sound judgment.
Strong attention to detail.
Excellent computer skills with proficiency in Microsoft Office.
Ability to live and work in a deployed environment.
Prior military experience strongly preferred.
Must possess current Top Secret Clearance w/SCI.
Key Desired Experience
A thorough knowledge of cultural, economic, geopolitical, and military issues of the Middle East. Previous experience working with linguists in support of Government operations.
