Job Description
Function as the Facility Security Officer (FSO) for Dell Global Security-Federal Division; supporting the Dell Services Federal Government (DSFG) business unit, personnel and programs
Demonstrated experience as a cleared Facility Security Officer for a Commercial and Government Entity (CAGE) and Defense Security Service (DSS) requirements enumerated in the National Industrial Security Program (NISP)
* Ensure compliance with the Intelligence Community Directives (ICDs), National Industrial Security Program Operating Manual(NISPOM), Federal Acquisition Regulations (FAR) and other applicable government regulations governing security of cleared contractors
* Prepare and implement Fixed Facility Checklist (FFC) and Emergency Action Plans; develop Key Management Personnel (KMP) listings; FOCI mitigation plans, exclusion resolutions and develop
Technology Control Plans (TCPs)
* Develop industrial security training programs, communications and security processes to assure compliance with the NISP
* Possess knowledge of physical security, personnel security (PERSEC), information security, operations security (OPSEC), industrial security management, counterintelligence (CI), insider threat programs, visitor access control, and information security requirements as enumerated in the National Industrial Security Program (NISPOM)
* Must have in-depth knowledge of the various government automated information systems including JPAS and JCAVS.
* Tracks and maintains security clearances in the Joint Personnel Adjudication System (JPAS) and the Access Commander database utilized by DGS-Federal to manage personnel security clearances
* Maintains security personnel records
* Processes security clearances
* Reviews security paperwork for accuracy, completion and submission per the customer process or through eQIP system.
* Provides guidance and instruction to employees to ensure timely submission of security paperwork
* Tracks current background investigations; prepares statistical reports and memos and fingerprints applicants, employees, and consultants
* Develops, maintains, and troubleshoots personnel security databases or spreadsheets
* Prepares visit authorizations letters (VALs) for employees
* Conducts new employee security briefings and assist in distributing annual refresher training/material.
* Performs self-inspections and prepares for DSS audits
* Provides program information and assistance to staff and applicants on personnel security policies and related matters
* Prepares and distributes DD Form 254s
* Reviews RFP, RFQ, RFI and other request for information.
* Must have experience in dealing with various types of contracts
* Transmit information IAW established methods
* Hands-on experience in transmitting classified information
* Understand courier procedures
* Experience in handling and managing multiple COMSEC accounts.
* Understands impact of emerging business trends and their implications for Dell and its customers.
* Uses experience, innovation and judgment to make decisions that may be based on partial information.
* Demonstrates strong verbal and written communications skills
* Demonstrated program management skills and effective utilization of resources to meet organizational objectives

10+ years of relevant experience or equivalent combination of education and work experience
Experience with JPAS, JCAVS, eQip and Security Information Management Software (SIMS) required
Must possess DoD Top Secret security clearance and eligible for Top Secret/SCI
10+ years experience in Industrial Security business processes; DoD and/or Intelligence Community related personnel, physical, information, counteringelligence, and operations security processes
Knowledgeable and familiar with requirements of National Industrial Security Program (NISP) and NISPOM
SIPRNet experience a plus
