Job Description
The Facility Security Officer (FSO) is responsible for managing all aspects of DoD program security at Sierracin/Sylmar. The FSO manages security procedures, compliance with security procedures and protocols, and administers the facility and personnel clearances associated with the Sylmar facility. The FSO will work with the Security Manager for USCA to develop and implement physical security plan for the Sylmar facility. The FSO will also provide the Export Control Department with administrative support as assigned by the Export Control Officer (ECO).
Primary Duties shall include but are not limited to the following:
1. FACILITY SECURITY OFFICER
A. Ensure compliance with Department of Defense (DoD) National Industrial Security Program
Operating Manual (NISPOM) and Joint Air Force-Army-Navy (JAFAN) security regulations with respect to the following:
i. Telecom and IT security;
ii. Program and technical data security;
iii. Personnel security (clearances).
B. Develop and implement local compliance procedures in alignment with NISPOM and JAFAN regulations and PPG corporate policies and procedures.
C. Manage all DoD and Program audits and ensure compliance with the NISPOM, JAFAN and customer requirements. Ensure all corrective actions are implemented.
D. Monitor the physical shipment of product based on program requirements.
E. Report any violations to the appropriate Government agencies.
F. Specific DoD-related duties:
i. Supervise and direct security measures necessary for implementing applicable requirements of the National Industrial Security Program Operating Manual (NISPOM), Joint Air Force Army Navy (JAFAN), and related federal requirements for classified information.
ii. Conduct briefings and security training
iii. Perform administrative duties as required, including personnel training and periodic reports required by Defense Security Service (DSS), personnel incident reports, Joint Personnel Adjudication System (JPAS) and Electronic Questionnaires for Investigations Processing (EQIP) data entry for clearances; manage special US Post Office box for classified materials.
iv. Mark, handle, and store classified information
v. Manage the Automated Information System (AIS) in compliance with NISPOM and JAFAN requirements.
vi. Handle access requests and authorizations
vii. Coordinate classified visit requests / meetings
viii. Manage Communications Security (COMSEC) equipment / accounts.
ix. Complete security training as specified in the NISPOM and JAFAN, and as deemed appropriate by the cognizant government agencies.
2. PHYSICAL SECURITY:
A. Monitor and respond to daily inquiries from the Security Guard Station. Ensure all security threats or concerns are reported to the Security Manager for USCA immediately. Supervise and provide guidance to the Guards on the delivery of packages and US Mail.
B. Responsible for processing and approving visitor request for the Sylmar facility.
3. EXPORT CONTROL:
A. Provide administrative support to the Export Control Department as assigned by the Export Control Officer.
Qualifications
US Citizen/US Person required.
Bachelor’s Degree preferred.
Current Security Clearance required.
5 years of direct experience with NISPOM and JAFAN preferred.
1-2 years Export Control (ITAR and EAR) experience preferred.
Aerospace / Defense industry experience preferred.
Ability to develop and implement compliance procedures.
Strong interpersonal skills – to communicate effectively with all management levels.
Strong communications skills – in writing, IT presentations and public speaking.
Strong understanding of DoD security, industrial security, and export compliance issues. Understanding of civilian and military aerospace products preferred.
Strong self-motivation.
Travel: <15%.
