Job Description
Blackbird Technologies, Inc. is currently seeking a Facility Security Officer (FSO) to support the industrial security program based out of our Herndon, VA headquarters. As an integral member of a highly-visible security team, the FSO will be responsible for enforcing standards necessary to maintain a secure environment for the protection of personnel, property and information, to include providing a 30-minute on-site response to security-related matters.
Responsibilities will include, but are not limited to, the following:
• Process employees for initial investigation and reinvestigation as required for U.S. Government security clearances to include reviewing documents for completeness and accuracy, submitting requests electronically or in hardcopy to the customer, and having subsequent interface with customer security personnel
• Track security clearance investigations and perform administrative support functions to include working with the Joint Personnel Adjudication System (JPAS) and customer-specific databases
• Monitor employee compliance with personnel security reporting requirements, process required forms, and coordinate with customer security personnel
• Process incoming/outgoing visit requests and clearance certifications
• Serve as a classified document control officer with responsibility for the proper handling, storage, transmission and destruction
• Interface with government customer industrial security representatives regarding ongoing compliance and periodic formal inspections
• Coordinate the closeout for all classified contracts received and issued
• Conduct security pre-screen interviews
• Assist with providing security indoctrination briefings, debriefings, and annual refresher briefings
• Proactively conduct self-inspections of secure areas to ensure compliance with established security requirements and protocols
• Maintain SSPs, EAPs, SOPs, and other security guidelines and handbooks to ensure relevance and currency
• Maintain internal personnel security databases and employee security files
• Manage access control and intrusion detection systems to include the creation of badges, issuing PINs, and providing initial and refresher training to employees
• Provide alarm response during normal working hours as well as after-work hours and holidays
• Interface with the external alarm monitoring facility
• Assist with the planning and oversight of secure area build-outs and modifications
• Conduct periodic self-inspection and review to ensure Blackbird’s ongoing compliance with security requirements, and prepare for periodic inspections
• Coordinate and escort outside vendors who require access to Blackbird’s facility
Required Skills/Education:
• 5+ years of experience working as an FSO in support of U.S. Government classified programs
• Solid working knowledge of U.S. Government industrial security regulations and directives, i.e. NISPOM, DCIDs, ICDs, JPAS and e-QIP
• Current Top Secret clearance
• FSO certification
• Ability to implement and manage a comprehensive Security Program
• Working knowledge of Microsoft Office
• Basic operational capability with Intrusion Detection and Access Control systems and ability to perform minor troubleshooting tasks
• Ability to juggle competing demands and prioritize work in a dynamic environment
• Ability to work independently, as well as the ability to work as a part of a corporate team
• A customer-centric focus with excellent interpersonal skills
• Excellent communication skills, both written and verbal
• Must be able to provide on-site response to the Blackbird Herndon Office within 30 minutes
• Must be able to support a work schedule of 12:30pm-8:30pm, which may adjust as needed to meet customer and corporate needs
• Must be able to support 24/7 on-call evening, weekend, and holiday schedule
Desired Skills/Education:
• Current Top Secret clearance with SCI eligibility and polygraph
• Experience with the accreditation and management of classified information systems per NISPOM and DCID standards
