The Facility Security Officer position reports to the Richmond Refinery Emergency Services Manager and is responsible for identifying, communicating, building compliance plans, tracking and in some cases implementing standardized work processes in the area of Security of Personnel and Assets.

Position Details: Responsibilities for this position may include but are not limited to:
Responsible for the implementation, maintenance, and execution of the Facility Security Plans for terrorist actions, violence at the workplace, bomb threats, natural disasters, labor actions, and others; the Facility Risk and Vulnerability Assessment, and the Facility Security Manual to ensure
compliance with the Code of Federal Regulations Title 33, Parts 105 and 125 (Maritime Transportation Security Act and International Ship and Port Facility Security Code) as well as Chevron Corporate Policy 570; Security of Personnel and Assets element 1 and portions of Element 11 (Emergency Management).
Actions conducted collaboratively and independently through management and supervision of up to 100 person contract Security Guard Force, 3 Alternate Facility Security Officers, and close coordination with all areas of the refinery’s operating and business units.
Manage, coordinate, and administer refinery contracts supporting the security function.
Prepares scopes of work, reviews proposals, negotiates and interprets contract language.
Ensure prompt delivery of performance and quality control for guard services and other Refinery security agreements.
Designs and implements security incident investigation and reporting processes.
Conduct timely and thorough investigations of incidents: theft, fraud, abuse, other policy-related violations, and selected maritime security incidents.
Provides quarterly and annual loss and incident activity reports.
Assesses, designs, and manages implementation and testing of security programs to protect personnel and assets of the Refinery’s operations, projects, and off-site venues.
Prepares and implements security business management plans.

Liaison with Global Security, the Refining Security Natural Team, North American Facility Coordinator’s Group, the Department of Homeland Security, Captain of the Port – USCG, and with local, State, and Federal law enforcement agencies in support of refinery’s intelligence and threat posture and compliance with applicable laws.
Provides input to and regular monitoring of $2.0M security budget for operations and capital expenditures including overseeing the contractor security workforce.
Develops and implements security education and awareness programs.
Provides security guidance, advice, and coordination for new-hire and periodic security orientations for all employees and contractors.
Coordinates on-site training of Federal, State and local law enforcement agencies.
California Driver’s license within 1 month of hire date.
Must obtain Transportation Workers Identification Credential (TWIC) within 1 month of hire date.
Required Qualifications:
High School Diploma
10 years in a full time law enforcement or security capacity either private, public or military
Preferred Qualifications:
Bachelors in Law enforcement, Criminal Justice, Homeland Security.
Supervisory role/experience in full time law enforcement or security capacity either private, public or military.
