Job Description
Under direct supervision, responsible for oversight of a guard shift of subordinate security employees, subcontractor and/or labor broker security personnel. Assists both Security Specialists and Security Coordinators with routine camp force protection and other security responsibilities. Collects documentation regarding formal inquiries; and provides security reports to Site and/or Project management. Assists superiors with force protection planning, and collects data for threat assessments for convoy and escort missions. Reviews local force protection status ensures compliance with theater requirements.
At assigned location(s) performs, develops, implements, and administers Physical and Operational Security programs, security education, security procedures and physical controls within Fluor occupied sites/facilities to ensure compliance with company and government regulations and
requirements. Responds to and documents all security related incidents. Conducts security overviews and TVA/TVSR to assess threat and report findings and recommendations for improvement. Maintains oversight of physical security, and security compliance programs and consults security management on relative issues. Makes recommendations to security management based upon threat vulnerability assessments and security assessments. Assist with prioritization of local security initiatives, operations and specific missions. Responsible for conducting inquiries regarding fraud & loss, criminal act or policy violations and provides timely and accurate written incident reports to include obtaining written statements from involved persons and briefing information. Conducts security overviews, threat profiles and threat analysis. Implements and directs loss prevention procedures, physical security measures, information security programs and basic personal security directives. Supervises the physical security and security compliance programs, implements and maintains electronic databases and archives which include responsibility for all physical files, reports, and paperwork generated by the Security Department on Site. Enforces Force Protection levels ensuring Personal Protective Equipment (PPE) is worn as required, badge requirements and ensures the Local National workforce is properly escorted/supervised. Participates in security inspections and supervised searches for prohibited items. During alert response operations, to include sweeps of the LSA and other Fluor areas for damage assessment and unexploded ordinance (UXO) identification. Frequent travel may be required. Other duties as assigned.

Force Protection/Threat & Vulnerability Assessments and tracking matrices relevant to: Sites, FP Projects, Ground Movements, HLZ’s, Off the FOB Missions, Water Points, Wells.

Position may be located in a war zone in a contingency environment with harsh and dangerous working and living conditions, including lifting and carrying 40 pounds of personal protective equipment for extended periods of time. To ensure safety, health, and security measures within the contract are met, all employees shall be literate in English (read, write, speak and understand).
Living conditions on the project are most likely austere. The most austere sleeping may be in environmentally conditioned tents on “Army type” cots. Restrooms and showers may be 250 feet or further from sleeping quarters. Laundry service for 15 pounds twice per week is commonly provided. Meals are provided at regular intervals in cafeteria or “dining facility” style environment. Living area will most likely have constant hum of generators or similar equipment nearby.
Basic Job Requirements High school diploma or GED equivalent and 5 years directly related experience is required. Bachelor’s degree preferred. Elevated criminal background screening applies. Must have or be able to obtain Secret Clearance.
Other Job Requirements Demonstrated knowledge of anti-terrorism force protection (ATFP) procedures and practices. Ability to develop and implement security recommendations into practice. Experience conducting formal inquiries regarding fraud & loss or any criminal act or violations. Must have knowledge of basic interview and investigative techniques and written reports as related to security incidents. Formal reporting and oral presentation skills.
Preferred Qualifications Prior Military and/or Contingency Operations experience preferred.
