Responsibilities:
•Provides expertise and advice to the DSS, CI Directorate regional leadership on the impacts of CI and Law Enforcement (LE) community issues, Counter Espionage (CE) subjects, and Cybersecurity strategic objectives and provide advice and recommendations on the development and implementation of operational CI planning, investigations, collections, and operations. Contractor shall also provide CI analytical, operational planning and liaison support to DSS/CI Operations at the regional HQ level. Within the authorities of DSS under DoD Directive 5105.42, March 31, 2011 the contractor shall provide support to intermediate and senior-level personnel to identify and neutralize or influence the activities of the Foreign Intelligence Entities (FIE), terrorist, insurgent, and other entities adversely affecting the regional mission.
•Conducts advanced all-source research providing expertise in structured analytic methodologies and implementation of high standards for intelligence analysis in CI, CE, Counterterrorism (CT) and Anti-terrorism Force Protection (AT/FP); trend and link analysis. The results shall be recorded in written assessments, memos and other finished, professional products and deliverables
•Responsible for preparation, coordination, and presentation of government approved briefings at the tactical and operational levels as required. These briefings can include investigative developments, Cybersecurity strategy, CI awareness, and methods to mitigate threats
•Responsible for DSS CI support and will provide advice on the collection and triage of suspicious contact reports received from cleared industry
•Makes recommendations to DSS CI regional chief for disposition of all suspicious contact reports received
•Provides consultation on management processes, efficient and productive integration of CI, and regional chief level responsibilities concerning the NISP with emphasis on the integration of the different elements of the CI mission and process improvements designed to maximize programmatic efficiencies within the DSS CI Operations Division
•Responsible for providing expert consultation and coordination of CI relevant suspicious contacts to local Federal LE and IC agencies for action. This can include participating in the development of investigative planning training courses for DSS
•Responsible for various data collection requirements, collection assets, and collection management for the region assigned
•Knowledgeable with search tools, link tools, and peer-to-peer tools and apply the tools to the requirements contained within the effort under contract
•Coordinates and conducts liaison with local Federal, State, and local LE and IC agencies; to include joint Agency and Service task forces
•Ensures the secure transportation of sensitive and classified information to other agencies within the region if needed
Requirements:
•Bachelor's Degree Required
•Civilian US Government experience) working CI investigations and HUMINT collection operations (5-10 years); or military experience working CI investigations and collection operations and HUMINT operations
•Five to eight years conducting CI / HUMINT targeting directed at detecting, deterring, neutralizing threats to U.S. Government personnel, programs, and technology
•Working knowledge of Intelligence Oversight considerations;
•Working knowledge of adversarial cyber operations and the interrelationship with other methods of operations used to target U.S. interests;
•National level liaison experience with both the U.S. Intelligence and Law Enforcement Community;
•Excellent written and oral presentation skills;
•Extensive knowledge of intelligence and law enforcement databases and resources;
•Extensive knowledge of Microsoft Office programs;
•Extensive knowledge of structured analytic techniques and analytical tradecraft
•Experience leveraging and integrating Intelligence Analysis into the CI Operational Cycle
