Department Overview Global Security & Investigations (“GSI”) is a specialized team dedicated to the security and safety of our employees, customers, third parties, physical assets, and information. Using a risk-based approach, the team is responsible to identify, investigate, mitigate, and manage risks by developing key strategies; designing comprehensive security and investigative programs; educating businesses within TD on security measures and protocols; and working collaboratively with internal and external partners.


Job Description
The Head of US Global Security & Investigations oversees investigations within Financial Crimes & Fraud Management (FC&FMG) of internal or external incidents, victimization of customers, determines causes and identifies control weaknesses, minimizing risk and reducing losses. The AVP, GSI-US manages the Physical Security and Crime Prevention operations and interacts at the Retail, Corporate, and Business Group level with to support the protection of organizational assets and human resources across all TD enterprise‐wide locations, (including remote offices).

In this leadership role, the incumbent manages, and leads cross-functional teams to develop strategies and plans, conduct timely and thorough investigations, submit interim and final reports, and support other FC&FMG teams. This involves providing leadership and advice, reporting orally and in written reports, and working with law enforcement and regulators.

The role is accountable to the Vice President, Global Security & Investigations who provides leadership, strategic guidance, and operational management.


Job Requirements 

•While driving consistency and investigative best-practices across the organization, leads a team of investigators responsible for investigations that may involve fraud, employee code-of-conduct violations, criminal activity, and breaches of confidential or personal information, focusing on both the facts at issue concerning the event and the review of the incident response and incident preparedness.
•Experience conducting time-sensitive, complex investigations and security reviews, while consulting/collaborating with and advising TD business units, and control groups as required during the course of investigations
•Provide strategic consultation and guidance to senior leadership on investigations and related activities
•Gather and assess intelligence, and respond to physical security and financial crimes threats against TD and its clients, and lead development and implementation of security and emergency plans
•Accountability for the staffing and budgeting for the GSI-US Investigations and Physical Security department.
•Design and lead the implementation of a risk-based physical security program planned to limit exposure, risk, and liability across the TD footprint in the US
•Manage the protection of organizational assets and human resources across all TD enterprise‐wide locations, (including remote offices) by implementing internal and external direction and advice, consulting on operational needs, and supporting GSI’s Physical Security programs
•Provide oversight and management to the national security guard services contract and other third parties, vendors or contractors for all TD assets nationally, ensuring best-in-class service
•Lead the national Robbery Prevention Program and workplace-violence prevention initiatives
•Act as, or provide support to the Incident Commander in implementing and managing national events affecting the physical security of TD
•Support physical security risk surveys/assessments and controls for retail locations nationally
•Contribute to the overall effectiveness of the security program through process development and execution resulting in comprehensive, high-quality delivery of services
•Oversee the provision of appropriate training and education to employees to ensure they are familiar with laws and regulations applicable to them.
•Partner with HR and act as a subject matter expert to support employee terminations, harassment, or situations where a risk of workplace violence may exist
•Identify procedural weaknesses and additional training requirements for personnel
•Create and manage reports on an on-going basis; analyze metrics and trends, and identify gaps and opportunities for program enhancements
•Support the on-going management, development and operation of TD’s Incident Reporting Centre (IRC)
•Participate in executive level and senior management meetings and planning sessions as required
•Develop and maintain effective liaison relationships, as appropriate for job functions, at field levels, with national/federal, regional/provincial/state and local/municipal law enforcement, intelligence and security agencies in all countries where TD operates.
•Willing and able to work outside of traditional work hours as required
•Periodic travel (domestic and abroad) as required
•Proven initiative, adaptability, reliability, effective interpersonal relationship and leadership skills
•Achieve measurable excellence aligned with “Best Run” concepts and overall enterprise strategy and objectives.
•Perform other duties as required

Qualifications
•Bachelor’s degree or acceptable equivalent work experience
•MBA, or applicable professional certifications preferred (CPP, CFE, CFCI, PSP, etc)
•Investigative and Physical Security experience, 15+ years, as leader of an Investigations and Physical Security function in a major financial institution with multiple lines of business.
•Relevant experience in complex retail/consumer financial services/payment services organizations with multiple financial products, or a regulatory agency relating to bank fraud and related laws/regulations.
•In-depth knowledge of the financial industry, related laws or regulations, and good understanding of multiple regulatory environments and jurisdictions.
•Experience in cultural change and education in large organizations with diverse populations.
•Record of accomplishment for attracting, developing and retaining strong team members and building strong teams.
•Demonstrated ability to operationalize best-in-class Investigation and Physical Security programs in a large, matrixed, multi-business financial institution.
•Demonstrate proficiency in highly complex problem solving, with sound judgment in making decisions.
•Record of accomplishment of establishing a proactive and constructive dialogue and working partnership with internal constituencies in the business and in peer corporate functions, and with external legal and governmental parties.
•Exceptional verbal/written communication skills, interpersonal, collaborative, organizational skills.
