Summary of Primary Responsibilities
Responsibilities encompass oversight of specific program elements enumerated in the SPR Security Operations Manual and ;
1. Daily monitoring of construction projects requiring PIV oversight (SPR wide).
2. Review of future construction projects involving sites’ essential elements.
3. Provide clarification of security policies and procedures as needed
4. Review and comment on 30%, 70% and 100% design reviews
5. Serves as backfill for SSSs at all sites as required.
6. Monitor the security subcontract scope of work by:
a. Attending daily site security operational meetings
b. Monitor training
c. Monitor use of government equipment
d. Coordinating daily site operational requirements (special postings, compensatory postings, etc.)
e. Monitor GSA vehicle usage
f. Monitor Overtime usage
g. Contract compliance
h. Sensitive item inventory Attend safety meetings
7. Daily assistance with management of Intrusion Detection Systems components
8. Daily assistance with management of assessment systems.
9. Tracking repairs and maintenance of Physical Protection Systems.
10. Assist with management of fences, barriers and clear zones.
11. Assist with oversight of the security subcontract scope of work by monitoring:
Monitors the performance of physical security systems and takes corrective action(s) to address malfunctions. Ensures security work order requirements are identified and processed;
12. Serves as the Assistant System Administrator for the ARINC system located in the Central Alarm Station (CAS).
13. Serves as the Assistant System Administrator for the Entry Control hardware and software.
14. Serves as the Assistant Site Key Control Officer for all site security locking mechanisms. This duty includes the setting and safeguarding of various security and property protection container combinations as required.
15. Interfaces daily with appropriate site personnel, such as the instrumentation and control technicians and maintenance personnel.
16. Assists personnel with required pre-badging documents and personnel requiring security clearances with the completion of the required documents and submission to New Orleans Security.
17. Develops and actively maintains working relationships with LLLEA and Mutual Aid organizations. Attends meetings called by LLEA and/or Mutual Aid organizations.
18. Assists with OPSEC Program
19. Conducts security awareness program by presenting required initial, comprehensive, refresher security briefings for cleared and uncleared employees. Develops security awareness material and ensures security awareness bulletins and posters are current and posted throughout the site.
20. Monitors site communication practices, principally for the transmission of “Official Use Only” (OUO) or other sensitive information. Monitors the security of the Security Telecommunications Unit III (STU-III) equipment and coordinates any concerns with the Telecommunications Manager at the Corporate Headquarters.
21. Conducts site-level self-assessment of the security program in accordance with quarterly self-assessment topics established by M&O Security New Orleans.
22. Prepare and submit temporary security plans as required (for Foreign National visits, VIP visits, changes to physical security systems, etc). Prepare and undergo Audits and Inspections as required. Ensures compliance with applicable M&O and DOE policies and procedures in the areas of security, property removal, and emergency response.
23. Serve as the Assistant site focal point for foreign national and VIP visits.
24. Reports items of security interests as outlined in the SOM.

Qualifications EDUCATION:
Bachelor’s degree (in an law enforcement area) and three years physical security experience
EXPERIENCE IN LIEU OF EDUCATION:
HS Diploma/GED and Seven years experience in the physical security field. Experience in the petrochemical field desirable CERTIFICATIONS, LICENSES: Must be able to acquire and maintain a DOE “Q” security
