PERIOD OF PERFORMANCE: 1 Base Year + 4 Option Years

CLEARANCE REQUIREMENT: Active Top Secret Level Clearance; Clearance and Investigation must appear in JPAS and be within scope (5 – Years) – SCI Access Eligible Desired

Background:  
The Department of State’s Bureau of Counterterrorism, Operations Directorate (CT/OPS) requires a wide array of support services to assist with activities of the CTPP which assists CT/OPS to carry out its initiatives in support of the mission of the Department of State. CTPP activities include but are not limited to the development and implementation of critical counterterrorism preparedness programs such as training exercises, working groups, forums and seminars, and assessing and developing “lessons learned” aimed at enhancing the Department’s ability to respond to terrorist related incidents, and the U.S. government’s security readiness and posture. These activities are typically conducted jointly with the U.S. interagency, partner nations, and in collaboration with U.S. missions overseas. Actionable items derived from these activities and programs receive national and/or multinational follow-up and directly affect counterterrorism policy development and operations.

Responsibilities:
Provide contractor program management to include monthly status reports, personnel, and fiscal accountability, documentation, and presentation packages in support of the customer; you shall notify the customer of any project-related risks, including potential funding deficiencies, as they are identified
Provide administrative support and executive oversight to ensure the tasks as described above are accomplished to include administration of monthly activity reports, management and project reports, and documentation production and long range calendar planning cycle of activities
Ensure maintenance and improvement to a historical library of action items developed following activities in support of CTPP initiatives (the library will be electronic and accessible with the CTPP shared network)
Directs the performance of and provides technical expertise to all of the activities and tasks involved in the performance of this contract
Provides technical expertise to the management of the team and budget; accountable to government Program Manager and/or COR for the quality and timeliness of deliverables

Requirements: 
Master’s Degree with Eight (8) Years general experience
Expert knowledge of and no less than Five (5) years’ experience, working with the Department of State or other Federal Agency experience with diplomatic missions overseas is preferred.
Knowledge and experience working within the Presidential Policy Directive PPD-1 & PPD-25 framework and U.S. government interagency collective
Experience in crisis management and counterterrorism preferred
Proficient in using all Microsoft Office applications to include Excel, Word and Power Point
Must be willing to travel within CONUS/OCONUS via various modes of travel which includes Air Transportation
Current U.S. Passport

Regular and predictable attendance is essential.

Team Members on task (CONUS and OCONUS assignments, some travel):
• Specific vision abilities required by the job may include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
• Team Members deployed to a combat zone must be physically able to live in austere conditions during off duty time that may include extremes in temperature, noise, and must not have any medical conditions that require access to uninterrupted power sources.
• Team Members deployed to a combat zone will be subject to hazardous conditions which may require them to wear a kevlar helmet, individual body armor and/or wear a gas mask for extended periods of time.
