Job Description
ITAM, an essential part of the Armys commitment to environmental stewardship, establishes a systematic framework for decision making and management of Army training lands, which allows the Army to manage its land in an environmentally sound manner to ensure no net loss of training lands for accomplishing primary activities , training, testing, storage, etc. or for impacting the overall training capability. Will provide the Director of the Directorate of Plans, Training,
Mobilization and Security (DPTMS) with ITAM Range and Training Land (RTLA) component coordination support, RTLA component field support, and Land Rehabilitation and Maintenance (LRAM) component field support at Fort Drum, NY. This is a contingent position based on contract award. Anticipated start date is 01 July 2015.
Required Hours
Responsibilities
Provide technical expertise necessary to assess Army training land resources. Recommend and implement protocols to inventory and monitor training land condition. Coordinate RTLA component activities with the ITAM Coordinator, LRAM Coordinator, DPTMS and other relevant installation offices. Analyze trends in floral and faunal populations, community structures, species frequency and diversity indices. Identify empirical relationships between land conditions and training use frequency, duration and intensity. Make recommendations to the ITAM Coordinator regarding land capability to support current and projected training impacts. Collaborate with the LRAM Coordinator to assess LRAM practices effectiveness in meeting ITAM Program objectives. Use Geographic Positioning Systems (GPS) and in situ field verification to assist the LRAM Coordinator in identifying specific locations to implement vegetation management, to include marking of retention (leave) vegetation and treatment plot boundaries with environmentally approved tree/boundary marking paint according to guidelines specified by the LRAM Coordinator. Make recommendations to the ITAM Coordinator and LRAM Coordinator regarding LRAM practices and timelines. Provide the ITAM Coordinator with RTLA component input for the ITAM annual work plan and five-year plan. Required information may include projects prioritization, timelines, resource requirements and justification. Input format and submission timeline will follow guidelines set forth by the ITAM Coordinator. Provide prime and the ITAM Coordinator with a weekly summary of planned significant activities (SIGACTS). Weekly summaries shall be submitted electronically no later than (NLT) the Friday prior to the week of planned activities. Provide technical expertise to utilize pesticides for ITAM Program objectives. Involvement may include planning, coordination and identification of pesticide treatment sites. Disseminate information and knowledge gained as the RTLA Coordinator by communicating with other RTLA components, publishing reports/articles, and presenting briefings at professional meetings.
Required Qualifications
Knowledge training in the Army Sustainable Range program Minimum one year experience in Range and Training Land Assessment Interpersonal and people skills Ability to work cooperatively with military and civilian workforces Responsible for maintaining professional demeanor and attitude with military and civilian personnel Desired Qualifications and Skills Experience with pesticide use and application Experience working on military installations, especially in remote training areas Training on erosion control Best Management Practices (BMP) for construction or forestry applicable to the New York region.
Required Education
High school diploma or equivalent. Other education, commensurate experience and demonstrated ability of individual may be substituted.
