Job Summary

The Ground Safety and Environmental Officer plans, implements, and coordinates safety and environmental programs in accordance with required regulations, procedures and policies.

Principal Accountabilities
Identify safety and environmental risks and promote reduction or elimination of potential accidents, occupational injuries, illnesses, deaths and safety-related financial losses.
Coordinate and participate in safety-related activities to fulfill INL/A Air Wing mission requirements to the standards specified in all pertinent regulations and directives ensuring regulatory compliance.
Conduct inspections, audits, and surveys to ensure compliance with safety standards, regulations, government directives and provides recommendations and findings to the Program Ground Safety and Environmental Manager.
Ensure proper industrial safety and environmental procedures are followed in accordance with the contract and appropriate international, federal, state, and local regulations, rules, and procedures.
Conduct program safety and environmental inspections, audits, and surveys to provide recommendations and findings to the Program Ground Safety and Environmental Manager.
Assist Country Site Safety and Site Managers in support of their safety programs.
Provide technical support in all types of ground safety and environmental compliance issues such as data gathering, training, correspondence with CONUS and OCONUS internal customers, etc.
Develop reports, conduct briefings, safety training, and provides inputs to quarterly safety and semi-annual safety stand down meetings.
Conduct Emergency Action Plan drills and provides timely after action reviews.
Investigate ground safety and environmental accidents, to determine the cause of the accident and to formulate recommendations to help prevent similar mishaps in the future.
Directly interacts with other departments and is responsible for matters related to ground safety, occupational health, and environmental compliance in support of the Safety Management System (SMS), ensuring certification and program conformity.
Develop and maintains information technology work orders and confirms proper and timely completion.
Identify, document and mitigate hazards and ensures a risk assessment has been issued for each hazard.
Process Occupational Hazard Reports, investigate the hazard and ensures successful mitigations are in place.
Directly interact with other departments and is responsible for matters related to ground safety, occupational health, and environmental compliance for the assigned location.
Directly support organizational and operational activities of the INL/A Air Wing to meet U.S. Department of State, Office of Aviation, Bureau for International Narcotics and Law Enforcement requirements.
Collect detailed mishap information and other technical data ensuring accurate facts are properly entered into the program mishap database, comply with mishap investigation process, ensure accuracy and completeness of required written reports, conduct trend analysis, and make presentations concerning mishap investigations to both the company and U.S. Government senior staff management.
Provides written reports which are clear, concise and meaningful for all ground / aviation safety and environmental matters.
Assist in maintaining accident and incident records, files, and reports.
Complete data entry and corrections to files on an as needed basis.
Provide administrative support including maintaining all departmental files, records, and publications needed.
Assist and interfaces with aviation related operations to ensure safe mission completion
Perform duties as an accident investigator or active member of an accident investigation board
Coordinate first responder duties during an onsite accident
Perform other qualified duties as assigned

Knowledge & Skills
Expert knowledge in the technical field of ground safety and accident prevention and experience in use of DOT, DOD, EPA, NTSB, FAA, or ICAO documentation is required
Possess expert knowledge of the Occupational Safety and Health Administration Act and in-depth knowledge in preparing OSHA Form 300 and Form 300A documents
Experience dealing with safety and environmental laws, rules, and regulations.
Extensive experience in risk management and mitigation.
Able to audit, plan, implement, and coordinate safety and environmental programs in accordance with written regulations, procedures, and policies
Able to identify safety and environmental hazards, risks, and promote the reduction or elimination of potentially hazardous conditions that may lead to accidents, occupational injuries, illnesses, deaths, and safety-related financial losses
Knowledgeable in Material Safety Data Sheets (MSDS) and understand regulatory requirements associated with them
Extensive experience dealing with OSHA and environmental regulations, vendor information, and logistical support for safety equipment and supplies
Able to demonstrate professionalism and a high-degree of technical competency in the field of safety, environmental protection, mishap prevention, and mishap investigation.
Knowledge of DOD airlift operations is desirable
Some aviation safety experience is desirable
Knowledge of the Spanish language is desirable
Detail oriented and able to well independently or in groups.
Highly motivated self-starter willing to work in a fast-paced environment with minimal supervision while remaining calm and be the voice of reason in stressful situations.
Ability to be persistent in the face of difficult problems or challenges.
Proficient in Microsoft Office Suite.
Possess excellent oral and written communication skills in the English language.
Able to obtain a current US Passport before assignment.
Possess or have the ability to obtain and maintain a Department of Defense (DoD) Secret Security clearance is a condition of employment. An active DoD Secret Security clearance is preferred.

Experience & Education
Bachelor’s degree from an accredited College or University in safety or a related field of responsibility is required, an Associate’s degree with eight (8) years’ experience as a Safety Officer / Specialist may be substituted.
Five (5) or more years’ experience as a ground safety or environmental safety specialist.
Previous experience dealing with safety and environmental laws, rules, and regulations is required.
Five (5) or more years’ experience in risk management and mitigation is required.
Prior U.S. Military or DOD safety officer experience is desirable.
Previous experience in conducting accident investigations is highly desirable.
Prior experience providing safety training is desirable.
Certification in Process Safety Management (PSM) or Occupational Health and Safety Technologist or graduate of a CP-12 program desirable

Physical Requirements/Working Environment
Must be able to walk, stand, and sit for extended periods
Must be able to type using a standard keyboard to communicate through e-mail and various software applications
Must be able to grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders
Must be able to communicate by voice and ear over telephone
Must be able to distinguish color and judge three-dimensional depths
May be required to lift objects whose weight may not exceed 50 pounds
Works in a normal office environment with controlled temperature and lighting conditions.
Will be required to travel to and between remote location(s) in austere environments.
Will be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure.
May be exposed to extreme noise from turbine and jet engine aircraft.
May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft.

Travel
Travel to and between CONUS and OCONUS locations is required.
