As primary customer contact for the NATO AGS Deployment Site Manager shall professionally and technically lead, direct, manage and administer contractor activities at the deployment site. The Deployment Site Manager shall be the single point of contact for all technical and administrative activities between NATO and the contractor team. Responsible for cost, schedule and technical performance of NATO AGS program. Direct all phases of program from inception through completion. Participate in the negotiation of contract and contract changes. Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
The NATO AGS On-Site Program Director will be specifically responsible for the operations of all NGISSII activities related to the execution of NATO AGS Program in Sigonella, Italy. In his role he will establish a NATO contractor presence at Sigonella Air Base in Host Nation Italy.
The primary charter will be to lead the technical systems-of-systems requirements verification activities leading to Operational Capability of the NATO AGS System of Systems Directing all NGISSII contractor personnel activities at Sigonella Air Base, including: Site Operations, Aircraft ground and flight operations, Ground control stations, Mission operation centers, SATCOM, Data reception and archival systems integration.
The Program Director will represent the NGISSII at Host Nation Italy, the Italian Airworthiness Authority (DAAA), NATO AGS Management, and NATO BoD meetings. He will be the prime interface with all NATO general officers, senior delegates of the Host Nation, US government officials, USAF Global Hawk detachment leadership, and the NATO Contracting Authority (NAGSMA/NAGSMO). He will be responsible for MOB standup/activation, integration of major suppliers (Airbus and Selex), coordinating with the NATO mission, SHAPE and other operational user communities to ensure a smooth transition to NATO AGS Full Operational Capability.
This effort will ensure that NATO has the intelligence assets and training required to conduct critical ISR missions and data exploitation when needed.
Qualifications Basic Qualifications:
• BS technical degree preferred with 10 yrs experience, or MS/MBA with 8 years Program Integration & Project Management experience.
• Experience required in advanced intelligence, surveillance, and reconnaissance (ISR) platform deployment planning and execution.
• Must have a minimum of 15 years experience in aircraft operations and/or maintenance within the last 20 years.
• 5 yrs experience required in DoD environment that includes personnel, cost and schedule management.
• US DoD Top Secret security Clearance Required.
