Responsibilities:
The Office of Regional and Security Affairs in the Bureau of African Affairs (AF/RSA) has a need to hire one Counterterrorism Law Enforcement Program Coordinator with experience designing, administering, and monitoring programs in sub-Saharan Africa to build law enforcement capacity, specifically programs that relate to countering terrorism.
The purpose of this task order is to provide professional service employees to assist with the the administration, coordination, and oversight of law enforcement-related funding and programs of the Trans-Sahara Counterterrorism Partnership (TSTCP) and the Partnership for Regional East Africa Counterterrorism (PREACT).
The Counterterrorism Law Enforcement Program Coordinator: will work domestically on a full-time basis, and travel overseas episodically as required, to perform the specific tasks described below.
The following are the duties and responsibilities of these positions:
Advise the Bureau of African Affairs on approaches and strategies for best using PREACT and TSCTP resources to enhance law enforcement capacity in African partner nations to detect, deter, respond to, investigate, and prosecute terrorist incidents as well as to secure borders;
Work closely with State’s Bureaus of Counterterrorism (CT) and Diplomatic Security (DS) to monitor, collect data, maintain files, and prepare periodic reports on the status of PREACT and TSCTP Nonproliferation, Anti-terrorism, Demining, and Related Programs (NADR)-funded projects, including financial data of obligation and disbursement of funding;
Work closely with the CT and DS Bureaus to develop databases and results frameworks to enhance the overall monitoring, evaluation, and continuity of PREACT and TSCTP NADR-funded projects;
Draft memos and other materials for the Bureau of African Affairs related to PREACT and TSCTP NADR programs for public affairs, Congressional engagement, Department officials, and interagency meetings;
Participate in relevant Global Counterterrorism Forum (GCTF) working groups and events and other international meetings to ensure coordination and integration of PREACT and TSCTP law enforcement programming;
Coordinate within the Department (i.e. functional Bureaus and other Africa Bureau offices), and with interagency, international and nongovernmental partners on developing effective, coordinated strategies and programs for building law enforcement capacity of PREACT and TSCTP partner nations;
Travel periodically to Africa to meet Embassy representatives and assist with the design, coordination, and monitoring of PREACT and TSCTP law enforcement programming;
Research and provide updates to the Bureau of African Affairs on global best practices and initiatives related to building law enforcement capacity for counterterrorism objectives;
Track and analyze new political, economic, and security developments in East, Central, and West Africa that may affect current and future PREACT and TSCTP law enforcement programming;
Coordinate with the Bureaus of Near Eastern Affairs (NEA) and Political Military Affairs (PM) in the design, implementation, monitoring, and evaluating of relevant TSCTP and Global Security Contingency Fund (GSCF) programming;
Participate in program review meetings and attend meetings that pertain to ongoing programs and new requirements as required;
Serve on task forces and support special events organized by the Bureau of African Affairs that relate to TSCTP and PREACT objectives;
Propose projects for evaluation in accordance with the Department’s 2012 evaluation policy; and
Assist in drafting Statements of Work and other materials as necessary for contracts and grants for PREACT and TSCTP NADR-ATA-funded projects.
Qualifications:
Must be US Citizen and be able to obtain and retain a US DoD Top Secret Clearance, with eligibility for SCI.
The contractor should have the following skills, expertise, and experience:
Knowledge of political, cultural, and social dynamics across East, West, and Central Africa;
Knowledge of best practices and research relating to building law enforcement capacity to counter terrorism;
Experience traveling and conducting program assessments, monitoring, and evaluations, preferably experience in Africa;
Experience designing, managing, overseeing, assessing, and reporting on law enforcement capacity-building programs and funding, preferably experience related to counterterrorism programs in Africa;
Experience working with various State Department bureaus (especially CT and DS), U.S. Embassies, the Department of Justice, the Department of Homeland Security, and the Intelligence Community on counterterrorism policy and programs;
Familiarity with TSCTP, PREACT, the Antiterrorism Assistance Program (ATA), and GCTF programs and processes;
Experience with and technical knowledge of the methods for designing, implementing, and overseeing monitoring and evaluation (M&E) strategies;
Proficiency with Microsoft Excel and related data processing systems.
