Duties:
The Program Manager will be the lead representative to the government and answer any questions that arise from the government to the contractor. The Program Manager will conduct at minimum weekly visits to the primary duty locations of its employees. During these visits, the PM will meet the COR and all of their present employees. The Program Manager will serve as the contract representative at all Government meetings held on a quarterly basis or as directed at a Government facility or a mutually agreed-upon contractor facility or third party location as needed. The participants at these meetings shall include Contractor, Department of State COR/ACOR, CO or other representatives to include other consultant contractors.
The mission or role of the PM is to provide direct coordination and support to the Contracting Officer (CO) and Contracting Officer’s Representative (COR) on all contract related matters to ensure the success of the ongoing efforts in a timely manner. Areas of advice/coordination/support shall encompass, but are not limited to the following:
•Contract administration
•Maintaining staffing levels
•Regular reporting
•Administrative matters such as assisting in clearance approval
•Maintaining Records
•Processing Letters of Authorization (LOA)
•Obtaining Diplomatic and/or Official passports
•Monitoring and documenting training
•Providing logistics and communications support
•The PM shall attend all regularly scheduled meetings dealing with the
contract matters, as well as special and unscheduled meetings required be the COR or CO.
REQUIRED QUALIFICATIONS:
•Must be a US citizen and be able to pass security background check.
•Must be able to obtain a Top Secret security clearance.
•Must have 5 years of progressive Program management experience in a DOS contracting environment.
•Must possess a Master’s Degree or equivalent years of work experience.
DESIRED QUALIFICATIONS:
•Project Management Professional (PMP) certification desired.
•Able to demonstrate strong communications skills orally and in writing
•Candidate must have detailed knowledge of the Federal Acquisition Regulations (FAR) and appropriate agency acquisition regulations.
•Experience with Microsoft Office tools to include Word, Excel, PowerPoint, Project, and Outlook.
•Demonstrate strong conflict management/negotiation skills.
•Possess knowledge of principles and processes for providing employee and client customer-centric service support. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
•Demonstrate skills with the management of personnel resources by developing and directing people as they work and identifying the appropriate mix of labor to executive work.
•Demonstrate strong critical thinking skills using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
•Demonstrate strong judgment and decision-Making skills considering the relative costs and benefits of potential actions to choose the most appropriate one.
