OBJECTIVE
To conduct comprehensive Balanced Survivability Assessments (BSAs) on critical national/theater mission systems, networks, architectures, infrastructures and assets as requested by the Assistant Secretary of Defense for Networks & Information Integration (ASD(NII)) / DoD Chief Information Officer, Combatant Commands (CCMDs), Under Secretary of Defense, Acquisition Technology, and Logistics (USD(AT&L)), Under Secretary of Defense, Intelligence (USD(I)), Defense Information Systems Agency (DISA), and other DoD and Federal agencies.



MISSION SET
Balanced Survivability Assessments (BSAs) perform integrated, multi-disciplinary, that assess mission survivability of critical U.S. and allied national / theater mission systems, networks, architectures, infrastructures and assets.

BSAs focus on mission continuity and assess against a broad spectrum of threats including accidents, natural disasters, technological failure, information system attacks, terrorists, radio frequency weapons (RFW), sabotage and weapons of mass destruction (WMD).

ANTICIPATED AWARD DATE:    December 2016
ANTICIPATED START DATE:      January 2017
PERIOD OF PERFORMANCE:      1 Base Year with 4 x Option Years

CLEARANCE REQUIREMENT:  Active Top Secret Level Clearance with SCI Access; Access and Investigation must appear in JPAS and be within scope (5 – Years)

RESPONSIBILITIES

Provide the simulation of collection activities/operations normally associated with a hostile agent operating in the local area; typical topics for collection include mission details, personnel and manning, facility security, and constructing possible attack scenarios that could severely damage or destroy the operational capability of the organization or Installation
In accordance with the DTRA Balanced Survivability Assessments (BSA) SOP for the Surveillance Operator (SO), you will use a variety of collection techniques to assemble a Targeting Packet that is validated during Phase II of the assessment



REQUIREMENTS

A minimum of Ten (10) Years experience as a member of the US Navy SEALs, US Army Delta Force, US Army Special Forces or Marine Corps Reconnaissance
Demonstrated experience in planning and executing attack scenarios designed to destroy or severely degrade mission critical systems
Working level experience in carrying out undetected surveillance operations tactics, techniques and procedures
Experience in avoiding established surveillance detection tactics, techniques and procedures
Experience conducting vulnerability-based assessments similar to BSAs
Must be able to demonstrate knowledge, skills, and abilities to ensure well-balanced, safe operations; at a minimum, personnel shall have knowledge and understanding of the following: (1) Antiterrorism/Force Protection Program and surveillance procedures against US personnel while deployed in an overseas environment (2) Understanding of foreign Intelligence Collection against US Personnel
Prior military operational experience in high-threat environment is desirable
Must be willing to accept worldwide deployments which include high threat permissive areas presenting some risks to personal safety
Must be capable of operating in all operational and physical environments and work closely with USG military, US Department of State and/or civilian personnel
Must obtain immunizations for worldwide travel and be able to travel on short notice and work non-standard hours.
