We are currently seeking Protection Operations Specialist IV – Interdiction/Border Security Senior Analyst to support the USCENTCOM J5 CWMD Division. This position is located at MacDill AFB, Tampa, FL on our current contractor team.

Job Description:
The Interdiction and Border Security (IBS) Program Analyst works in support of the US Central Command (USCENTCOM) Plans, Strategy, and Policy Directorate, CWMD Division, Partner Nation Capability Branch. The candidate serves as the Office of Primary Responsibility (OPR) for all IBS issues which include policy, strategic concepts, and guidance as well as development, coordination, and execution of policies and guidelines for IBS -- in support of the Cooperative Defense Program (CDP) in peacetime, war, mobilization, and contingency operations plans. The IBS program area assists partner countries in the development of Weapons of Mass Destruction (WMD) passive defense systems, WMD elimination capabilities, and consequence management capabilities. It also supports the defense modernization and transformation of allies and partners to reduce their vulnerability to external aggression and coercion and helps develop the capabilities of key USCENTCOM allies and partners to dissuade potential adversaries. This program area also builds new or transformed partnerships with key states and helps reform defense establishments of selected countries.

The candidate must be able to coordinate, synchronize, and integrate planning and policy guidance as well as program execution associated with HQ USCENTCOM’s CDP-IBS program, coordinate and interface within the JS-C Division, other directorates and components, as well as the Joint Staff (JS), the Office of the Secretary of Defense (OSD), Department of State (DoS), the Defense Threat Reduction Agency (DTRA), State Partnership Program (SPP), other US government agencies, and partner nations in the HQ USCENTCOM AOR. The candidate will be able to demonstrate IBS Analyst knowledge of weapons of mass destruction/interdiction and border security (WMD/IBS) matters, such as threat assessment, incident response, hazardous materials, laboratory, public health, emergency management, or related policy and/or program work. The candidate will also support technical working groups by providing administrative and technical support for CWMD-related events including: conferences sponsored or supported by USCENTCOM; selected partner nation exercises and workshops; other activities that support USCENTCOM's CDP.

The candidate must be able to administratively coordinate with Security Assistance Offices to ensure that CDP activities are integrated with and fully support the U.S. Government Guidance and the USCENTCOM Theater Security Cooperation Plan. Provide support for the CWMD portion of the Military Consultative Commission, Joint Military Commission, and Joint Planning Committee meetings as required.

KEY DUTIES INCLUDE:


Serve as HQ USCENTCOM primary representative for all events and activities relating to the IBS mission. Serves as the deputy lead for all CDP IBS efforts with particular focus on passive defense.


Develops, publishes, coordinates, and manages all JS-C Division IBS Program operations, actions, and activities ensuring accomplishment of CWMD goals and objectives.


Participates in the development of IBS policy as it relates to USCENTCOM Area of Responsibility (AOR) partner nation integration into wartime and contingency planning.


Represents HQ USCENTCOM to other Combatant Commands, the Joint Staff, the Office of the Secretary of Defense (OSD), Defense Threat Reduction Agency (DTRA), Department of State (DoS), State Partnership Program (SPP), the Interagency (e.g. Department of Energy (DoE), and the Department of Homeland Security (DHS), etc.), and International partners.


Writes trip reports and responds to queries. Coordinates and synchronizes program administrative, logistics, and budget requirements, maintaining communication with speakers, vendors, and participants. Makes arrangements for presenters, location, travel, equipment, lodging, and food service; orders, prepares, and assembles event handouts and related supplies and materials; organizes and supervises event registration and set-up; and develops and maintains program budgets. Monitors expenditures to ensure availability of funds; makes projections regarding expenditure patterns; and assists in resolving MC program budget challenges.

THE FOLLOWING REQUIREMENTS MUST BE MET TO BE CONSIDERED FOR THIS POSITION:


Bachelor’s Degree and a minimum of ten (10) years of experience in a related field.


Experience relating to Border Security and Security Cooperation.


Working knowledge of the DoD and applicable programs and experience with operations within a 4-star geographic combatant command.


Knowledge of program management support services and analysis for programs that are subject to, or being considered for transfer to, a foreign nation as part of a building Partner Nation Capabilities and Capacity.


Must be a US citizen with a current DOD Top Secret clearance and ability to gain and maintain SCI as a condition of employment.


Experience in the DOD CWMD field and knowledge of the CWMD community of interest, plans/policies, and threats.


Must be able to frequently travel to domestic and international (primarily middle eastern countries) locations (totaling approx. 180 days per year. Overseas trips may require 20+ hour (one way) travel and an ability to operate in austere environments.


Proficient in the use of all Microsoft Office products, Microsoft Internet Explorer, and Adobe Acrobat products.

THE FOLLOWING IS DESIRED, BUT NOT REQUIRED TO BE CONSIDERED FOR THIS POSITION:


Military Police experience


Previous experience on a Combatant Command staff (military, government civilian, or contractor)


Previous experience on the CENTCOM staff


Joint Staff experience


Direct knowledge of current CWMD plans, policies, and procedures


Experience in the Military Decision Making Process
