**Position is Contingent upon Award of Contract**

Summary

The RCA will be responsible for selecting, certifying, assigning, supervising, and managing its employees regarding the performance of this contract.

Responsibilities include but are not limited to the following:

- The RCA will ensure the security guards are licensed as private security guards in accordance with appropriate federal, state and local mandates.

- The RCA will ensure the guards will be licensed in the state/territory in which he/she is assigned. The guard’s primary responsibility is to perform as a countermeasure to deter, detect, delay, deny, and devalue threats to federal property, as well as to assist in ensuring the safety of employees and visitors while at federal facilities.

- The RCA, through his management and supervision of his Site Managers, will be responsible for the following below basic functional requirements to be performed by these guard services are:



Ø Access Control

Ø Screening

Ø Visitor Processing

Ø Patrol and Response

Ø Control Center Operations



- Has overall responsibility for Training, Quality Control and Safety within the West Region. Participates in quality defects investigations and development of resolutions (corrective and preventive).




- Has responsibility to oversee the validation and certification of the required minimum physical, medical, equipment, uniform, grooming/appearance, and training best practices all guards are requirement to adhere to within the course of performance under this work effort




- Prompt resolution of issues associated with performance.




- Responsible within his or her region for integrating, standardizing, and synchronizing the armed guard services.

- Directs all site managers to ensure the currency of armed guard services SOPs, and guidelines required, ensuring cooperation with other public agencies.

- Maintains knowledge of current procedures and techniques within the security fields.

- Develops long range plans for department and reviews/approves all organizational changes to improve the efficiency of operations.

- Ensures all programmatic activities are in compliance with USCG requirements and procedures.

- Ensures all department activities are in compliance with company policy and procedures, plans, and budget directives.

- Ensures compliance with Federal State, local, and USCG laws and regulations and requirements and site energy management conservation regulations, collective bargaining agreements, security, safety, hurricane and other specialized programs or contractual requirements relating to the business directorate, working within the limits of established policy.

- May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

- Assumes and performs other duties and responsibilities not specifically outlined herein but which are logically and properly inherent to the position.



- Provide oversight and coordination of subcontractors.

Qualifications



Required Skills

- 8-10 years’ armed guard / security operations experience, preferably with the USCG, with responsible oversight of security service functions.

- Having completed 5 years of satisfactory experience in preparing and enforcing the Contractor’s safety program on contracts of similar size and complexity in the past, and have completed 30-hour OSHA safety class or equivalent within the last five years and at least 24 hours of safety training per year for the past five years.

- Developed supervisory skills with proven ability to direct customer focused teams providing enhanced security services

- Strong skills in MS Word, PowerPoint, Excel, and Project

- Proven ability to manage and coordinate activities of staff engaged in planning and scheduling of maintenance and repair work

- Must be able to pass all training and obtain all required certifications.

- All prospective new hire must be able to pass a pre-employment physical including a Physical Fitness Readiness Test (PFRT) minimum requirements and procedures.

- PFRT events shall be completed on the same day in the following sequences: sit-reach, curl-ups, push-ups, and a 1.5 mile run/walk.



Qualifications

- BS/BA degree in security, law enforcement, or management related fields, and/or equivalent training and experience.

- Five (5) years’ management experience preferably with a civilian police force, military police force, or civilian security guard organization.

- Five (5) years’ of progressively responsible general experience gained in analytical decision making and administrative work and activities at the executive management level.

- Prior experience as a Manager or Supervisor similar in size and scope of this contract is preferred.

- Have no felony convictions and no convictions that reflect on the individual's reliability including those crimes classified under the Lautenberg Act.

- Eligible to obtain and maintain a Secret Clearance

- Must fully comprehend the principles of installation security and resource protection.

- Must be capable of managing a security force tasked with the mission of protecting manned and unmanned space flight hardware.
