OBJECTIVE
To conduct comprehensive Balanced Survivability Assessments (BSAs) on critical national/theater mission systems, networks, architectures, infrastructures and assets as requested by the Assistant Secretary of Defense for Networks & Information Integration (ASD(NII)) / DoD Chief Information Officer, Combatant Commands (CCMDs), Under Secretary of Defense, Acquisition Technology, and Logistics (USD(AT&L)), Under Secretary of Defense, Intelligence (USD(I)), Defense Information Systems Agency (DISA), and other DoD and Federal agencies.
MISSION SET
Balanced Survivability Assessments (BSAs) perform integrated, multi-disciplinary, that assess mission survivability of critical U.S. and allied national / theater mission systems, networks, architectures, infrastructures and assets.
BSAs focus on mission continuity and assess against a broad spectrum of threats including accidents, natural disasters, technological failure, information system attacks, terrorists, radio frequency weapons (RFW), sabotage and weapons of mass destruction (WMD).
ANTICIPATED AWARD DATE: December 2016
ANTICIPATED START DATE: January 2017
PERIOD OF PERFORMANCE: 1 Base Year with 4 x Option Years
CLEARANCE REQUIREMENT: Active Top Secret Level Clearance with SCI Access; Access and Investigation must appear in JPAS and be within scope (5 – Years)
RESPONSIBILITIES
Responsible for, and in accordance with the DTRA Balanced Survivability Assessments (BSA) SOP for Structural Protection & Response (SR), evaluating the ability of the critical assets to survive various threats by conducting analyses of the response of structures, above and below ground such as buildings, bridges, dams and those structures that house and protect critical assets and their supporting infrastructures and their contents to diverse threats; the types of responses to be evaluated depend on the structure type and the threat level
REQUIREMENTS
Bachelor of Science Degree in Civil Engineering or related discipline
Minimum of Ten (10) Years operational experience in the military or other comparable civilian position
Extensive experience with all the following blast software: VAPO, CEDAW, CONWEP, WinGARD, HazL and SBEDS
Intimate understanding of regulations and requirements outlined in USACE directives, specifically the Unified Facility Criteria related to the DoD Minimum Standoff Distance and Design Manual
Working knowledge of those issues and threats driving DBT for military and Government facilities and construction programs
Thorough understanding of all blast modeling programs used by the military and the Federal Government
Ability to work with targeting specialists and physical security specialists to determine effects of blast, damage assessment, and physical barriers to mitigate blast affects
Must be able to demonstrate knowledge, skills, and abilities to ensure well-balanced, safe operations; at a minimum, personnel shall have knowledge and understanding of the following: (1) Antiterrorism/Force Protection Program and surveillance procedures against US personnel while deployed in an overseas environment (2) Understanding of foreign Intelligence Collection against US Personnel
Prior military operational experience in high-threat environment is desirable
Must be willing to accept worldwide deployments which include high threat permissive areas presenting some risks to personal safety
Must be capable of operating in all operational and physical environments and work closely with USG military, US Department of State and/or civilian personnel
Must obtain immunizations for worldwide travel and be able to travel on short notice and work non-standard hours
