GS5, LLC is looking for a Secret Cleared Security Cooperation Officer
Minimum Qualifications:
Undergraduate degree in international affairs or international affairs-related field is required.
o Masters degree is preferable.
Minimum 10 years of experience working at Department of Defense (DoD), Department of State (DoS) or 10 years of experience working International Programs at other USG agencies designated for building partnerships and partner capacity with foreign nations required.
Must possess a working knowledge in international affairs, security cooperation, or GCC staff at the Number Air Force (NAF) or MAJCOM level; experience in the USAFRICOM AOR preferred.
Must possess the knowledge and skills to develop and document detailed training requirements with specified skill set(s) to include recent practical working experience with USAF security assistance training programs (SATP), policies and procedures, knowledge of USAF aviation and aircraft systems training methodologies, intergovernmental working relations between Department of State (DoS)/Department of Defense (DoD)/Embassies to develop, define, plan and or monitor international training.
Must have a working knowledge and remain current with the latest version of WINDOWS (e.g. XP), and Microsoft applications (e.g. Excel, Word, PowerPoint, Access, Project, and Visio).
Must be available to travel to USAFRICOM, USSOUTHCOM, AFAF, AFSOUTH, or MSAS directed planning meeting/conferences up to four (4) times per year.
Fluency in French/Portugese is desired.
Must possess an active SECRET security clearance.
Job Duties:
Security Cooperation Officer will provide the following support:
Work with the assigned country Mission Commander or Team Lead to develop Mobility Support Advisory Squadron (MSAS) five year country training plans to support U.S. Southern Command (USSOUTHCOM) Theater Campaign Plan (TCP), Air Forces Air Forces Southern Command (AFSOUTH) Country Engagement Plan, and Department of State (DoS) Country Plan security cooperation objectives.
o Country training plans shall include a baseline assessment of partner nation capability, the recommended training programs to reach desired end states, time-phased milestones (including entry and exit criteria), and proposed Measures of Performance and Measures of Effectiveness (MOE) to monitor and assess program stability and progress towards reaching the desired end state.
Track progress towards reaching country training plan objectives after each partner nation engagement.
Assist MSAS training planning efforts by working with applicable Major Commands (MAJCOMs), Geographical Combatant Commands (GCCs), Component Commands, Security Cooperation Offices, and other applicable government agencies to gather training requirements and establish mission generation timelines in accordance with applicable regulations, fiscal requirements, and documentation, and assist in producing documents required in the security cooperation process.
Attend weekly MSAS training meetings as required as well as telecom synchronization meetings with USSOUTHCOM and AFSOUTH.
Coordinate with HQ AMC/A3 after every training mission, providing After Actions Reports and lessons learned to determine mission effectiveness.
Review Joint Lessons Learned Information System (JLLIS) for applicable USSOUTHCOM countries to ensure lesson learned are being effectively incorporated in MSAS training plans, and upload MSAS AARs into the system.
Essential Duties of the Job:
Ability to communicate task requirement information to client in a clear and concise manner.
Must be able to sit and stand for prolonged periods of time, as well as lead and participate in meetings and working groups.
Requires visual acuity to use a keyboard.
Must be able to attend work each day, during scheduled hours, unless on travel or approved time off.
Ability to work on computer for long periods, and communicate with individuals by telephone, email and face-to-face.
