Job Summary
This position will be one of two Embedded Security Professionals (ESP) working at Sandia National Laboratories/California (SNL/CA). While many High Risk Security Professionals partner with Field Intelligence Elements to support their high- security facilities, this ESP position will work primarily with Centers located in SNL/CA's Limited Area to provide security solutions and ensure appropriate protection of security assets in their secure facilities. This ESP will partner with SNL/CA's General Access Area ESP to jointly address
security issues encountered while navigating open to closed environments. The ESP will be co-located in the SNL/CA's Limited Area in order to serve as the primary security point of contact for Centers located there, but will be managed by Security Operations in 8511. This position will not conduct inquiries into reports of incidents of potential security concern as defined by DOE directives inasmuch as that responsibility will reside with SNL/CA's Security Incident Investigator.

Interprets federal laws, regulations, and other requirements for intelligence community (IC), U.S. Department of Energy (DOE), U.S. Department of Defense (DOD), and other high-risk security environments. Develops policies, processes, procedures, and tools to facilitate the implementation of requirements and assesses their implementation. Develops and implements security controls for Special Access Program (SAP), Sensitive Compartmented Information (SCI), and IC programs. Conducts vulnerability analyses for program protection efforts, including identifying critical program information and evaluating and implementing mitigation strategies resulting in technical countermeasures. This may include classified computer network security, secure data storage, Operations Security (OPSEC), and counterintelligence activities. Interprets classification guidelines to categorize information from ongoing projects and reviews technical and security-related material to prevent inadvertent release of classified or sensitive unclassified information. Provides expertise and guidance to Sandia National Laboratories' executive management, program management, and to multiple government entities.


Primary Job Duties
Plans and recommends access control and physical security system requirements for high-security facilities to ensure appropriate protection of security assets and compliance with IC and Other Government Agency requirements and with DOE directives.
Coordinates the installation, upgrade, and conversion of alarm systems, access controls, and surveillance hardware for the protection of high-security facilities.
Performs quantitative and qualitative vulnerability and risk analyses in accordance with applicable directives.
Identifies, interprets, and applies security system standards, policies, required upgrades, maintenance activities, and day-to-day monitoring of all facility infrastructure systems.
Maintains current knowledge of security equipment standards and technology, encompassing multiple security disciplines.
Provides system solutions to specific security concerns identified by customer requests and security audits.
Develops and maintains operational processes to ensure that security standards are maintained.
Develops and administers processes for audits, assessments, and performance testing of all physical and cyber security systems and programs.
May ensure that assessments are conducted, corrective actions are completed on time, and all necessary documentation is developed and maintained.
Acts as a facility contact for site emergency and security system issues.
Manages and executes all security policies and requirements for SCI and SAP programs, sub-compartments, or projects and exercises these authorities on behalf of government approval authorities via special appointments.
Responsible for day-to-day operations and management of multiple government-approved high-security facilities, including IC, DOE, DOD, SAP facilities, and SCI facilities.
Supports the investigation and resolution of compliance problems, questions, or complaints received from within Sandia, regulatory agencies, and DOE.
Develops and implements programs and tools to increase employee awareness and knowledge of security policies, processes, and tools.
May develop, revise, audit, or evaluate current policies, procedures, and documentation for compliance with IC, DOD, and DOE requirements and with government regulations.
Provides technical support regarding the classified security program to enable the organization to pursue and perform work involving classified and unclassified controlled information, including Official Use Only and Unclassified Controlled Nuclear Information.
With proper authorization, acts as a derivative classifier (DC)
Conducts inquiries into all reports of incidents of potential security concern, as defined by DOE directives.
Interviews members of the workforce and other involved parties and collects relevant information, including computer forensic evidence.
May be required to serve as Communications Security (COMSEC) custodian per program requirements.
May be required to serve as a Top Secret Control Officer per program requirements.


Knowledge, Skills & Abilities
Knowledge of and experience with one or more major security area, such as classified matter protection and control, classification, information security, incident management, personnel security, facility clearances, physical security, program security, or computer security.
Ability to conceptualize and communicate major elements of security to both technical and nontechnical personnel.
Knowledge of Sandia's security policies, practices, and procedures.
Experience investigating and identifying noncompliance with security requirements.
Ability to clearly present information, both verbally and in writing, to customers within the counterintelligence and intelligence communities.
Experience properly handling, protecting, and controlling classified material, and knowledge of widely varying classified material policies and procedures.
Experience marking classified documents.
Excellent writing, editing, and presentation skills, and excellent customer service skills.
Demonstrated ability to organize, prioritize, and follow through to completion on multiple tasks, often under strict deadlines, frequent interruptions, and changing priorities.
Experience and demonstrated skill in conducting research, investigating alternatives, and recommending solutions to problems affecting security.
Interview, causal analysis, and conduct of inquiry skills.

Strong critical thinking skills.


Required
Bachelor of Arts or Bachelor of Science Degree, experience handling, protecting and controlling classified information or experience in a security program such as Physical Security, Operational Security (OPSEC), Classification, Classified Matter Protection and Control (CMPC), or Personnel Security.


Desired
Advanced technical degree, technical degree, significant experience properly handling, protecting and controlling classified material, significant experience in a security Program such as Physical Security, Operational Security (OPSEC), Classification, Classified Matter Protection and Control (CMPC), or Personnel Security.


Security Clearance
Position requires a Department of Energy (DOE)-granted Q-level security clearance.

Sandia is required by DOE directive to conduct a pre-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications. Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship.
