Director of Training, WPS - CPG

Summary:

The Director of Training (DT) plans, organizes, and supervises the implementation of the CPG WPS II training program IAW the requirements established by the WPS II base contract and task order instructions. The DT serves as the subject matter expert and principal advisor for all aspects of WPS training; supervising a staff of training coordinators (TC) at task order (TO) sites, training center in Arkansas and Jordan and in the PMO offices. The DT manages the services of CPG’s training SubK to include performance and scheduling. The DT evaluates the performance of Contractor instructor performance and compliance with training objectives, procedures, and technical requirements. The DT develops and submits reports to the Program Manager on the status of the training program. The DT maintains student and instructor training and qualification records. The DT place of duty is the WPS Program Office in Chantilly, VA. The DT must be prepared to travel to WPS task order locations, CPG training sites and other OCONUS locations


Essential Duties and Responsibilities:

· Manage the WPS II Training Program. The department will manage all aspects of this program to include the performance, schedule and cost associated with VxL. He will supervises training operations at the TO sites, training centers and operations by our SubKs. This program will include: initial qualification training, transition training, sustainment training and periodic requalification.

· Liaison with DS/OPO/WPS Training. The DT conducts daily interface with DS Training during the execution of all training courses. This will include the deployment of the DT or TC to CONUS and OCONUS training sites. The department will have “in residence” a TC at T1G and JIPTC whenever a training course is in execution.

· Liaison with TO management team (Operations Manager-OM, Deputy Operations Manager Security-DOMSEC, Guard Force Commander-GFC and other staff) concerning the adequacy of training and product improvement.

· Scheduling. The DT and his staff will develop training requirements and then order and schedule courses with VxL.

· Quality Assurance. The DT and his staff conduct QA audits and inspections of training courses as well as training at the TO sites.

· Recording. The Department receives training reports, reviews this reporting for “lesson learned” and product improvements and archives this data for retrieval for use by the TO staff, PMO and DS. The DT will ensure up to date training records for all TO personnel at maintained in Prodigy DS as well as at the TO site and PMO.

Supervisory Responsibilities:
· Directly or Indirectly supervises all training personnel on WPS II contract.



Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
· Must have a High School diploma; college degree is a plus.
· Must possess a minimum of five (5) years’ experience managing security-related training programs similar to those outlined in the Statement of Work (SOW)
· Must possess a minimum of five (5) years’ experience in protective security assignments. A minimum of three (3) years of this experience must have been in a supervisory capacity. This experience may be gained in the employ of any military, federal, state, local, provincial, or commercial entities providing armed high threat protective services that require skills similar to those identified in the PSS or guard training course as outlined in SOW.
· Possess current active DOS Secret, DOD Secret clearance or the eligibility for DOS Secret personal security clearance.
· Previous training management experience in Afghanistan and Iraq is a plus.
· Former WPS DT, Unit Support Coordinator (USC), TC or Training Manager (TM) transitioning from a current WPS contract with a current DOS Secret clearance preferred.
· In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

Knowledge, Skills and Abilities:
Skill in operating a personal computer and standard office equipment.
Must have proficiency in a variety of computer software applications in word processing, spreadsheets, database (MSWord, Excel, Access, PowerPoint, Outlook, and SharePoint.)
Effective oral and written communication skills.
Ability to organize and prioritize work.
Must have the ability to make recommendations to effectively resolve problems or issues, by using judgment that is in consistent with standards, practices, policies, procedures, regulation or government law.

· The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

· During visits to task order areas or training sites, the Contract Manager may be exposed to extreme cold or hot weather conditions.
