Summary
The Manager of Security is responsible for developing and directing all security programs and operations across Bechtel’s $8B per year federal business unit. The business unit, called Nuclear, Security and Environmental (NS&E), is global with projects and operations around the world serving DOE/NNSA and DOD. Responsible security disciplines primarily include communications security, industrial security, information security, operations security, personnel security, physical security and counterintelligence (CI). Responsible and accountable for security of complex government projects in different geographical areas, organization assets and facilities. Exercise independent judgment in managing the security program at all levels and locations of the Bechtel organization. Responsible for the professional development of all assigned NS&E security professionals.

Principal Responsibilities
Develop and oversee implementation of office and program procedures.
a. Provide implementation guidance and assurance on all aspects of physical security, operations security, information security, and classified material protection and control.

b. Ensure strict adherence to the provisions of the NISPOM, its Supplement, the DoD Overprint, DCID, ICD, and SAP policy.

c. Assist in developing and executing approved policies and procedures for safeguarding Special Access Program (SAP), Sensitive Compartmented Information (SCI) and collateral data in support of NS&E’s Department of Defense, Department of Energy and other customers.

d. Coordinate creation of program guidance from the NISPOM, NNSA NAPs, DOE Orders, Executive Orders, and the Atomic Energy Act for NNSA-wide implementation.

Analyze Government directives and other requirements and draft office implementing procedures.Develop and maintain close professional relationships with high-level law enforcement, intelligence and security agencies both domestic and foreign, corporate security groups and third-party information providers to support the continuous monitoring of threat-related intelligence and the timely development of threat assessments regarding travel safety, project and work-site feasibility, incident management, and evacuation activities relative to Bechtel personnel and projects.Represent NS&E at security meetings with U.S. and/or international government departments, agencies, ministries or other entities.
Coordinate with Global Corporate Security for the identification, development, implementation, and maintenance of security strategies and programs to respond to security conditions and incidents in order to minimize risk of personal, physical or financial harm to Bechtel assets, employees and dependents on all international assignments.
Direct the implementation of preventative programs and services to protect against terrorism, sabotage, threats and workplace violence and other crimes against persons or property in Bechtel facilities and operations.
Develop and direct security education, training and awareness (SETA) and surety programs to enable employees to keep themselves and their families secure in the workplace, at their residence, while traveling, and at any other places and facilities they might frequent.Implement a robust SETA and CI program for cleared personnel and classified assets.
Develop and implement the functional education program for all security personnel to include bachelors and masters programs and specialized training for security staffs.Make decisions and recommendations on organization and staffing requirements.
Oversee the implementation of state-of-the art technology solutions and innovative security management techniques to secure government programs and safeguard company assets.Build, certify and manage multiple secure facilities to include, but not limited to, sensitive compartmented information facilities, closed areas, limited areas and special access program facilities as needed for contract execution.
Review and concur with all project security and contingency response plans.
Support the development and preparation of NS&E capital and expense budget and operating plan for security operations.
Ensure NS&E and its tier Bechtel parent compliance and eligibility for government contracts through coordination with corporate Legal, Treasury, and Export Compliance elements and the execution of multiple tier parent submissions.
Responsible for ensuring BNI remains compliant with the government requirements for cleared contractors, including but not limited to:
a. Recommending Corporate action to minimize FOCI mitigations for the BNI Facility Clearance
b. Ensuring BNI maintains the highest possible rating in all Government audits and annual inspections

Basic Qualifications

Bachelor's degree and 15 or more years of security related experience managing large size corporate security, facility security and project security, or 21 years of equivalent combination of education and experience.
US Citizenship is required.
Must be available for travel throughout and outside the United States.
Must have/able to obtain and maintain a DOE Q clearance or a TS/SCI with polygraph.

Minimum Experience


Extensive experience with Departments of Defense (DoD) or Department of Energy (DoE) security, NNSA, security within the U.S. military services, U.S. intelligence agencies security elements, or private sector national industrial security program (NISP) organizations.
Extensive experience in managing U.S. government security programs, with primary emphasis on domestic operations and some international situations, including program planning, budgeting and personnel administration.
Extensive knowledge of business, governmental and industrial security techniques and developments to include the application of international, federal, state and local laws and regulatory measures pertinent to areas of responsibility.
Possess extensive experience, training and applicable U.S. government certifications in personnel, physical, information and communications security.Certifications, at a minimum, should include Facility Security Officer, Contractor Special Security Officer, Program Security Officer, and Communications Security Custodian.
Completion of ISL 2013-03 FSO Training Requirements
Completion of IAEC-2112 COMSEC Custodian Course
Completion of SCI Contractor Special Security Officer Basic Course
Highly skilled in verbal and written communications with government officials, senior management, contractors, and client representatives.
Preferred board certifications are Industrial Security Professional©, one of the DoD Security Professional Education & Development certifications, or Certified Protection Professional©.
