Responsibilities:
The United States Government has an ongoing requirement to advise, teach, and mentor the Afghanistan National Defense and Security Forces (ANDSF) and Afghan Security Institutions (ASI). The primary focus of the program is to build the organizational capacity of the ANDSF and ASI in order to produce a long-term, self-sustaining indigenous force that is able to independently fulfill the country’s security needs. As part of this effort Leonie is seeking qualified Security Partner Advisor to provide the following support:
· Develop and nurture a mentoring relationship with assigned Afghan commanders and staffs.
· Teach, coach, mentor Afghan officials and their subordinates to understand their responsibilities, perform their assigned tasks, and produce staff reports and products, in order to improve overall staff capabilities of the ANDSF.
· Conduct and have daily interaction with the military advisors and ANDSF in order to support, receive and accomplish assigned tasks and milestones.
· Support, receive and accomplish tasks assigned by the Coalition command.
· Advise and mentor ANDSF senior leaders, their staffs and subordinate units on the following topics:
§ Establish, maintain, and sustain the mission, roles, authorities and interdepartmental relationships within the ANDSF.
§ Develop core command and staff capabilities, to include decision making process, command policies and procedures, leadership, knowledge and planning, execution, training guidance, maintaining a Common Operating Picture (COP), processing reports and returns, preparing guidance, instructions, directives and orders, and training plans.
§ Ensure Tashkil represents sufficient and trained personnel for future years.
§ Advise and mentor the ANDSF on leader development mentoring, ANDSF partnering Mentoring, ANDSF logistical system mentoring, ANDSF training system mentoring, and ANDSF personnel system mentoring.
§ Serve as the primary interface for trainers and advisors.
§ Develop, brief, & update plans according to mission requirements from the ANDSF perspective.
§ Coordinate with internal and external agencies in order to maintain situational awareness of ANDSF requirements for growth and sustainment to assist force employment.
§ Coordinate with internal and external agencies to maintain situational awareness of requirements for units partnering with ANDSF units and their training.
§ Execute all other ANDSF mentoring plan requirements as directed by the requiring activity.
§ Provide training support documents for dissemination to appropriate agencies.
§ Act as primary subject matter expert for all ANDSF Pillars.
§ Coordinate with all appropriate agencies in support of the Ministerial Development Plan.
§ Participate and lead coalition military operational planning teams with ANDSF.
§ Conduct directed staff work that supports the security assistance mission.
Qualifications:
· At least seven years of work experience in the subject matter area as either a military officer, a senior NCO (E-7+), or Civilian Police operations and management
· Bachelor’s degree or higher in a field related to the advisory position from an accredited institution of higher education, OR, upon approval of the procuring contracting officer, at least two years significant experience in a field related to both the position as well as security
· Valid US driver’s license and capable of operating a standard transmission vehicle; with no revocation of a State license or certification while serving in law enforcement
· Ability to pass a law enforcement physical, physical agility evaluation, and psychological evaluation
· Automated data processing knowledge: possess working knowledge of word processing, spreadsheets, graphics presentation, databases, E-mail clients & web browsers, and web content management
· Excellent written and verbal communication skills
· Interpersonal communication, influence and interaction skills that are effective in a complex strategic environment
· Creative problem solving skills
· Ability to work independently and as part of a team, with harmony and tact in a cramped, austere, combat environment
Security Clearance:
· Final Secret Clearance required
