Job Summary
Obsidian Solutions Group is seeking highly qualified and current IED Fabricator to support the Critical Incident Response Group (CIRG), HDS. By providing standardized certification, re-certification, and advanced training for U.S. public safety bomb technicians, and accreditation of all U.S. public safety bomb squads to ensure standardization and professional capabilities.
Principle Accountabilities
Delivers and presents FBI Basic, Recertification, and, as scheduled, Advanced training and curricula to HDS students.
Demonstrates proper and safe use of equipment used in classrooms and training exercises.
Leads and conducts classroom, practical problem exercises, and explosives range training consistent with established course curricula and in conformance with applicable rules, policies, and explosive site safety plans.
Assists other instructors and curriculum design specialists in drafting, updating, and reviewing lesson plans for existing and proposed courses.
Follows HDS standard operating procedures, to include the use of explosives and energetic tools.
Follows HDS and Redstone Arsenal safety practices and standards.
Works with students and provides informal and formal evaluations of progress and feedback to students.
Assists Improvised Explosive Device (IED) Fabricators and Technicians in preparing and setting up IED training aids and equipment for use in course exercises.
Performs routine, operator level maintenance.
Maintains proficiency in knowledge, skills, and abilities to be capable of providing all manners of IED defeat training from a Basic level to Advanced Training.
Maintains knowledge of all applicable safety and training rules and regulations applicable to HDS training and training operations.
Maintains knowledge of current IED tactics, techniques, and procedures (TTPs), trends in the use of commercial and home-made explosives, and trends in the use of chemical, biological, and nuclear explosive threats.
Assists other instructors and curriculum design specialists with writing scenarios based on current tactics, techniques, and procedures (TTPs) incorporating an understanding of IED/UXO functioning while implementing weapons technical intelligence (WTI) and tactical forensic exploitation into training tasks and devices.
Assist in the proper transport and storage of IED training devices, materials, equipment, and supplies in accordance with applicable laws, rules, regulations, methods, and explosives site safety plans.
Maintain accountability of issued HDS training aid inventory, equipment, supplies, and materials.
Serves as either a Primary or Assistant Instructor, as assigned.
May assist in explosives-related research projects conducted under the direction of the FBI.
All contractor instructors will be required to successfully complete the FBI Instructors Development Course.
Knowledge and Skills
Possess TRADOC or equivalent Service Instructor Training Course Certification; or FBI or equivalent law enforcement Instructor Certification.
Ability to lift and carry items weighing approximately 80 lbs (the approximate weight of a protective bomb suit).
Ability to drive and operate a motor vehicle (e.g., sedan, passenger van), fork-lift and other warehouse equipment.
Experience handling IED and UXO training devices, in accordance with applicable health and safety rules and regulations.
Successfully completed course(s) of instruction in forensic exploitation of IEDs or possess prior work experience in a CEXC (or equivalent), at TEDAC, or at an accredited criminal forensic laboratory.
Experience and Education
Possess a High school diploma or a GED.
Five (5) years recent operational experience as either an Active Duty Military EOD Technician/Specialist or a HDS certified Public Safety Bomb Technician and certified bomb squad member or a certified Federal bomb technician. (Recent Active Duty Military EOD Technician/Specialist operational experience is defined as overseas deployments in support of counter-IED operations occurring within the past 10 years. Recent HDS certified Public Safety Bomb Technician and Federal bomb technician operational experience is defined as active, continuous assignment to an accredited bomb squad in a U.S. law enforcement or public safety agency within the past 10 years.)
Status as a current HDS civilian Army instructor is considered to satisfy the Minimum Experience requirement.
Desired:
Possess ten (10) years recent operational experience as either an Active Duty Military EOD Technician/Specialist or a HDS certified Public Safety Bomb Technician and certified bomb squad member or a certified Federal bomb technician. (Recent Active Duty Military EOD Technician/Specialist operational experience is defined as overseas deployments in support of counter-IED operations occurring within the past 20 years. Possess experience providing formal classroom instruction to adult learners in a structured academic setting and using a formal program of instruction/curriculum (e.g., community college, college, university, professional training institute, or government training program).
Possess a Bachelor or Graduate Degree from an accredited college or university, preferably in chemistry, biology, clinical laboratory science, industrial safety, electronics engineering, or similar discipline.
Possess the Senior Explosive Ordinance Disposal Badge.
Physical Requirements and Work Environment
Work is performed both indoors and outdoors.
Explosive Instructors are subject to noise and fumes from explosives materials and detonations.
Exposure also includes the possibility of explosions or burning items which are experimental, defective, or operating at the limits of their capability.
Work may lead to cuts, bruises, sprains, burns, and even loss of limbs or life.
Protective clothing, such as bomb suits, specially treated coveralls, safety shoes, ear protection, safety glasses, and gloves, etc. are worn on a regular basis.
Explosive Instructors must be able to perform strenuous physical task in loading and unloading explosives materials and equipment that can weigh approximately 80 pounds or more.
Lifting and movement of boxes of training materials for classes can result in heavy exertion by the fabricator.
Work occasionally involves long periods of standing, walking, stooping, bending, kneeling, climbing, and working in tiring and uncomfortable positions.
Possess distant vision of at least 20/20 in one eye and 20/40 in the opposite eye, with or without corrective lenses, as measured by the 20 foot Snellen chart or equivalent.
Possess near vision of at least 20/40 in each eye, with or without correction, as measured by the Snellen chart or equivalent.
Possess normal color perception as measured by the Pseudoisochromatic Plates (PIP) or Farnsworth D-15.
Possess average (mean) hearing level of 25dB at the 500, 1000, 2000, and 3000 Hz audiometer test frequencies with or without a hearing aid.
Provide evidence of an audiometer test administered by a currently licensed audiologist (Au.D.) not more than 90-days prior to commencing work at HDS.
Provide evidence of a recent color vision screening test administered by a currently licensed optometrist or ophthalmologist not more than 90-days prior to commencing work at HDS.
Provide evidence of a recent negative tuberculosis skin test (Purified Protein Derivative (PPD)) administered not more than 90-days prior to commencing work at HDS.
