Forensic Examiner - Firearms & Toolmarks

Purpose:  
To perform all aspects of firearms and tool marks examinations; stays abreast of the latest research to determine the best analytical methods to examine evidence; conducts examinations of highly complex and unique evidence; and composes a variety of reports and scientific papers. Initiates, performs and oversees examinations of a wide-variety of materials using one or more specialized forensic science disciplines.

Essential Job Functions:  
Provides forensic analysis of evidence in cases involving multiple submissions where inter-comparison of evidence is necessary. Coordinates with other internal disciplines and outside government agencies as necessary to facilitate forensic examinations in complex cases Safeguards evidence and maintains chain-of-custody through the use of physical protocols and applicable documentation.
Initiates and performs the full range of analytic procedures in a forensic laboratory and field laboratory or similar settings. Procedures include examinations to identify and characterize complex evidence and provide findings in a clear and concise manner. Examination process includes the preparation of sample/s, selecting and entering instrument settings, performing scientific analyses, and tabulating results. Coordinates as necessary with outside laboratories and/or other agencies and industry.
Utilizes and modifies as necessary a variety of highly complex scientific equipment and procedures in order to obtain detailed and sometimes obscure characteristics of a wide-variety of unique evidentiary materials. Interprets findings to allow non-scientific end users to incorporate scientific findings into tactical planning and operations, research, and additional analysis.
Using sound scientific principles modifies, adapts and develops standard methods and techniques in order to identify critical characteristics of evidence. Identifies and initiates appropriate steps to solve a variety of analytical problems. Performs transfer of technology, methods development and validation applicable to analysis of evidence. Identifies research requirements to enhance examination methods and coordinates with the client’s and other research components as necessary. Stays abreast of the latest research/developments in scientific methods to identify possible solutions to complex problems.
Prepares and furnishes authoritative oral and written reports to facilitate investigative, intelligence, prosecution and other functions that support mission requirements. The reports will require the ability to clearly convey the opinions and findings as determined through detailed examinations and analysis. Updates case management, image reference. databases(e.g. IBIS, NBIN), and other information management systems as required
Provides authoritative support to the client and other components within a multi-agency activity. Participates in liaison and meetings with officials from outside agencies to coordinate cases of mutual interest. May provide training regarding the analytical process and related functions consistent with the needs of the client.
Presents court testimony regarding examination of evidence as necessary to support mission requirements.

Travel: OCONUS deployment to Afghanistan required on rotational basis.

Job Qualifications: 
Bachelor’s degree in a Physical, Forensic or Life Science; Engineering, Metallurgy, or related discipline and a minimum of 5 years of job related experience are required. One year experience as the lead of a team of firearms and toolmarks analysts preferred. Must have experience in using laboratory equipment and techniques involving toolmarks and firearms, bullets, cartridges, shot pattern and trajectory analysis, and related activities and techniques. Must possess basic knowledge of general procedures used to collect and process evidence. Must have professional knowledge of the principles, theories, methods of microscopic and technical techniques in order to analyze complex materials; and to adapt and develop analytical and/or technical procedures.. Must have knowledge of general forensic laboratory case working procedures, quality control and safety procedures; knowledge of ISO quality standards for testing and calibration laboratories and/or the standards of the American Society of Crime Lab Directors (ASCLD/LAB) Laboratory Accreditation Board. Must be familiar with or have working knowledge of other disciplines within a forensic laboratory to assure that examinations are consistent with accepted protocols and that casework is properly coordinated with other forensic specialties as necessary. Must have excellent oral and written communication skills to communicate results of analyses. Must have knowledge of legal procedures and rules of evidence to handle evidence appropriately and provide effective testimony. Must be able to perform analyses and administrative functions within prescribed parameters set by client facilities regulations, guidelines, and procedures.Must successfully complete a proficiency/competency test, as may be required by the client. Must pass U.S. Government security background investigation and be able to obtain & maintain Secret security clearance. Must pass both a physical and dental examination (as required for OCONUS assignment). Must possess a current U.S. Government issued passport.
