Overview:
The Department of State, Bureau of Diplomatic Security (DS), Office of Security Technology (ST), is responsible for the Department's Personnel Tracking & Locator (PTL) program. PTL utilizes GPS satellite tracking for personnel, vehicles and aircraft. It is designed to maximize visualization of designated assets traveling and conducting operations in hostile or hazardous areas. This position will be responsible for working with DS/C/ST and Embassy personnel on-site and providing technical guidance on both the PTL tracker hardware and monitoring software.
Primary Responsibilities:
Track and report all off-compound Embassy travelers to RSO or ARSO using a proprietary PTL software tracking system.
Provide information on travel notifications, restrictions and travel requests to RSO/ARSO as-needed.
Conduct PTL training to ensure personnel are mission-ready.
Maintain traveler database as required.
Identify and clarify issues related to program or Embassy requirements/needs.
Track advancement in the field and accurately projects potential impacts on assigned missions.
May be required to monitor the environment with particular emphasis on areas occupied by COM personnel and potential impact to the security of personnel.
Maintain direct contact with military and civilian counterparts with particular emphasis on areas occupied by COM personnel.

Education and/or Experience:
Bachelor’s Degree plus seven years of experience preferred; High School Diploma plus 12 years of experience can substitute for a Bachelor’s Degree
Hardware, networking and COMSEC experience a plus
Military and/or Intelligence background highly desirable
Ability to conduct/assist in the installation, checkout, and modification of fielded equipment
Minimum 3 years professional work experience in intelligence analysis in either the USG or private sector with particular emphasis on the following tasks:
Knowledge of research methods and techniques to validate, analyze, evaluate, and interpret information derived from a wide variety of sources
Knowledge of State Department, Bureau of Diplomatic Security goals, objectives, programs, and relationships to provide analyses that are responsive to the specialized need of the mission
Ability to establish liaison with analysts and officials throughout the intelligence communities to promote the exchange of information
Ability to work in a team environment within own organization, outside own organization, and with other U.S. Government agencies/personnel on working groups, etc., to improve the protection of national security information
Possess excellent writing and verbal skills
Possess excellent interpersonal skills, with the ability to build/maintain professional working relationships; be proactive with the ability to work in a fast-paced environment, while handling multiple tasks simultaneously
Experience with Microsoft Windows operating systems, Microsoft Office, SharePoint, etc., and the ability to learn and use other software applications, e.g., Cable Express, etc.
Security Clearance:
TOP SECRET Clearance with SCI Access Required
Must have a current US Government TOP SECRET Personnel Security Clearance and be able to qualify for SCI access
Must have a current US Government Single Scope Background Investigation (SSBI) (less than 4-1/2 years old) or be able to successfully complete a U.S. government administered Single Scope Background Investigation.
Must be a U.S. Citizen.
Must be eligible for and able to obtain and maintain required Security Clearance/access approvals.
Must be able to obtain a DoS Class 1 medical clearance prior to employment.
Physical Demands:
This position involves deployment to a physically challenging and stressful environment which may require unusual physical exertion under unfavorable conditions including high elevations, extremely dusty conditions and air pollution, uneven and rocky terrain, lack of potable water, food and waterborne diseases and communicable diseases. Very limited medical care is available. The Security Specialist II will be required to wear, in many cases throughout the workday, a helmet and body armor that together weigh a minimum of 30 pounds. In addition, the individual will need to walk significant distances through rough and uneven terrain wearing protective armor and carrying emergency equipment and work materials. Transportation may be in off-road vehicles, helicopters, military troop transport aircraft or other military transportation with confined seating. Clearances may be up to 2 ft. off the ground with high step rails or ladder-type steps and small entrances. Travel in these vehicles may exceed 10 hours. In addition, the employee must be able to stand, walk and sit for a prolonged period of time; use hands and/or fingers to handle or feel objects, tools or controls; operate office equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; talk and hear. Specific vision abilities required by the job include close and distant vision. The employee must occasionally lift and or move up to 50 pounds. Medical conditions or physical impediments may disqualify candidates from overseas work or where the condition or impediment would put the individual at unacceptable risk. Duties may be performed in an active combat zone where the employee would be required to seek shelter. There may be stress, psychological and physical hardships conditions associated with this position. If maintaining an individual’s health requires avoidance of these extremes or excursions, she/he should not apply for this position.
Living Environment:
Lodging, meals, medical and basic life support services will be provided while in a theater of operations, as well as the prevailing per diem rate for incidental expenses (I&E) . Living conditions are basic / challenging with sparse amenities which includes sharing a tent or plywood structured living quarter with other civilian or military personnel with shared bathrooms within close proximity and no cooking facilities other than microwaves.
Travel: O verseas travel will be required up to 90% of the calendar year in high-threat areas, in multiple locations (not one specific area). Domestic travel may be required for training and program coordination.
Work Environment: Full-time, 84-hour week usually under hazardous conditions when deployed in a theater of operations. P ersonnel meeting the provisions of Department of State Standardized Regulations, Chapter 650 – Danger Pay Allowance, and Chapter 350 – Hardship Pay, are eligible to receive danger and hardship pay up to the prevailing percentages over basic compensation.
Work Location: The employee may be required to spend several months in the Washington D.C. metro area for training and PTL support duties prior to departure to assigned overseas work location. The employee must also be willing to serve in positions worldwide, which may include domestic assignments. Overseas locations may be located in high-risk environments to be disclosed upon interview.
