Job Description
The United Nations Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System. This position is
located in the Training and Development Section, Field Support Service. The incumbent reports to the Chief, Field Support Service.

Responsibilities
1. Establish, maintain, and coordinate standardized security training policy and standards for all security officers as well as UN system-wide staff with security management responsibilities:
- Manage and direct the daily operation of the Training and Development Section, UNDSS;
- Oversee UNDSS security training standards;
- Plan and oversee the development of a coordinated inter-agency security training strategy and policy leading to an efficient and effective UN security training programme;
- Coordinate needs assessments for each target group. Using Competency Based and other learning methodologies coordinate an analysis of core and specialized training programmes to determine training requirements;
- Using appropriate adult and blended delivery methodologies develop Programme of Instruction (POI) to provide core and specialized training for all target groups;
- Develop and maintain a Learning Catalogue of all UNDSS courses;
- Ensure appropriate learning and, post learning, evaluation materials and methodologies for each POI are developed;
- Ensure that a record of each evaluation is kept and easily retrievable for future use;
- Chair the Security Training Working Group (STWG) of the Inter-Agency Security Management Network (IASMN) and provide recommendations to the IASMN and the UN Security and Safety Network (UNSSNET) for system-wide implementation, and co-chair the Joint Working Group on Weapons Training;
- Represent the Department at inter-agency meetings on substantive security training related areas;
- Develop and maintain a UNDSS Security Training Schedule and publish it system wide;
- Keep abreast of and assess technological developments with a view to ensure wide access to training materials and records.
2. Implement the UNDSS Security Training Programme
- Franchise the delivery of UNDSS training packages by developing a Train the Trainers programme to certify UNDSS and Agency, Fund, Programme and Organization (AFPO) personnel to deliver UNDSS security training programmes;
- Ensure all scheduled security training is conducted in accordance with annual training schedule;
- Develop security training proposals in response to emergency crisis situations;
- Provide general security training support to all organizations of the UN, as requested.
- Provide training in field duty stations as appropriate.
3. Provide advice and guidance to UN AFPOs concerning training of AFPO staff with security management responsibilities at AFPO Headquarters and in the field.
- Ensure that AFPOs are aware of new security training developments in their formative stage; ensure timely and effective functioning of all coordination and notification mechanisms;
- Develop proposals and recommendations on how to manage unexpected and new security training requirements.

Education
Advanced university degree (Master’s degree or equivalent) in security management, adult learning / education, information management, knowledge management or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience: A minimum of ten years of progressively responsible experience in security management, including at least five years in preparing and conducting adult training / learning programmes and / or information / knowledge transfer platforms. Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations. UN Common System security experience at the professional level is desirable. User level familiarity with pistol, submachine gun, shotgun and rifle is desirable. Familiarity with Blooms taxonomy is desirable. Learning design and blended learning experience is desirable.

Languages: Fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.

Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
