The Security Manager provides security management support in the areas of physical security, operations security (OPSEC), communications security, information security, and information technology (IT) security for the OASD(R&E) Research Directorate (RD), which includes approximately 150 personnel in geographically distributed locations. The
Security Manager serves as the security liaison to OASD(R&E), AT&L security, and local building management. The Security Manager supports the RD Activity Security Representative (ASR) roles and responsibilities, develops training plans for how to perform the ASR responsibilities, and conducts training to reinforce the roles and responsibilities of the RD ASRs. Security management support activities include but are not limited to:
- Coordination. Act as the primary liaison between the AT&L security office and individual ASRs within all RD offices. Monitor compliance with security directives given by AT&L and RD leadership throughout all RD offices. Periodically brief RD leadership regarding overall security status, with immediate alerts in emergency instances. Conduct annual training of all RD personnel.
- Procedures. Develop and maintain Standardized Operating Procedures (SOPs) for the directorate as a whole, and tailored procedures for individual offices. Ensure the following security disciplines are sufficiently instilled throughout RD:
o Physical Security. Along with office ASRs, act as a liaison between building security managers at all RD offices to ensure proper physical security. This includes perimeter protection, access control, visitor control, intrusion detection, and overall safety procedures.
o Operations Security. Ensure general operations minimize the risk of security breaches and prevent the divulgence of sensitive information. Develop and verify suitable practices are in place for all personnel working with classified hardware and materials.
o Communications Security. Ensure all communications hardware devices, such as STU/STE phones, are maintained appropriately. Ensure sensitive conversations only occur in approved areas.
o Information Security. Develop appropriate classified material records management and courier procedures, and ensure compliance.
o IT Security. Coordinate with the AT&L IT office to ensure all RD computer hardware conforms to the latest security updates and regulations. Develop safe practices for SIPRNET terminals.
- Security Training. Implement a security training curriculum, with annual refresher training, for all RD personnel. Execute any training specifically directed by the AT&L security office, and tailor training specific to the RD mission.
- Incidents. Develop incident response plans in anticipation of possible security violations. Assist with investigations in the event of any security breaches, and coordinate with management, AT&L security, and legal offices.
- Compliance. Perform quarterly security compliance checks at all RD offices to ensure that spaces and personnel conform to security SOPs.
- Administrative. Assist AT&L with visit requests and security clearance processing for RD personnel.
- Other security duties as assigned by RD leadership.
Education:
·Bachelor’s Degree, preferably with a major in Business Management, or a related discipline.
The following certifications are preferred:
-Security Fundamentals Professional Certification (SFPC)
-Security Asset Protection Professional Certification (SAPPC)
-Security Program Integration Professional Certification (SPIPC)
General Experience:
·Seven (7) years of general experience with four (4) years of experience on-site in a Federal Government office.
Security Clearance: Dept of Defense Active – Top Secret
Exemption Status: Exempt
Status: Full Time
Salary: Based on experience and Govt funding.
