Senior Protection Operations Training Manager

The National Protection Programs (NPP) business line of the Critical Infrastructure Business Unit (CI BU) within NSGB specializes in providing training,exercises, planning and other operational services to Government and commercial clients throughout the United States and on an international basis. NPP is seeking a Training Manager responsible for developing and executing all program sustainment and transition activities for the Defense Threat Reduction Agency (DTRA) Cooperative Threat Reduction (CTR) Integrating Contract (CTRIC) II program in support of Republic of the Philippines authorities. The Training Manager will be a member of the multi-faceted Bechtel (Prime) CTRIC II team and will work under the direct supervision of the prime contractor’s program manager.
The work location for this role is the city of Manila in the Philippines. The candidate must be prepared to relocate for either a one or two year assignment on short notice following contract award which is currently projected to be May 1, 2013.

Responsibilites:
Determine training requirements, identify measurable metrics for each requirement, and monitor metric performance to ensure successful completion of all training requirements for Philippine (partner nation) stakeholders.
Prepare and submit a training plan describing all training required for the program and otherwise associated with the effort.
Provide training support and facilitation in accordance with the Master Training Schedule.
Collaborate with DTRA, designated trainers and Philippine (partner nation) stakeholders to optimize the training schedule, locations and agendas.

Critical Job Functions:
Leads the development of and contribute to written training plans in support of client requirements.
Leads development, implementation, and operations of client training programs through independent tasks and project assignments.
Conducts coordination with Federal officials, prime contractor leadership, and partner nation personnel in support of the client.
Provides technical leadership and advice on all projects within their assigned program.
Leads the development of and contributes to written training plans in support of client requirements with emphasis in the areas of communications, WMD, and customs inspections.

*Performance of this role is contingent upon the award of the contract to Battelle and its partners.
*Possession of a Department of Defense Secret security clearance is preferred, but not required.

The following Requirements must be met in order to be considered for the position: 

Possess a Bachelor’s degree.
Possess a minimum of 15 years of experience to include the following key elements.
A strong training background including development of comprehensive training plans for large government and military organizations.
Demonstrated leadership of training development and program implementation support with a host nation.
Experience with DTRA and the CTR Program or other similar effort.
Possess superior writing, speaking, presentation, and interpersonal skills to include the demonstrated ability to interact with senior Government and partner nation officials.
Possess a demonstrated ability to perform in a leadership role working with other contract personnel and clients including partner nation personnel.
