IFES is implementing a program designed to support the Bangladesh Election Commission (BEC) in strengthening their relationship with relevant security actors in order to ensure adequate electoral security ahead of the 2014 elections.
Job Responsibilities:
The Electoral Security Advisor, working closely with BEC counterparts and in coordination with the IFES Bangladesh Chief of Party and the IFES Deputy Director for Asia, will conduct an in-country election security risk assessment (roughly three weeks). Specifically the advisor will:1. Consult with a range of
electoral security actors, inclusive of the BEC, the military and police, and assist in compiling information required for the comprehensive assessment;
2. Review the security structure and operations currently in place for the 2014 elections;
3. Conduct a country-wide risk analysis to identify the range of electoral risk indicators
4. Develop an election security risk matrix that will outline the types and levels of risks, and identify recommendations to minimize risk and respond to incidents/escalations; and
5. Drawing from international best practices, and in consideration of local environment, advise on the best composition and design of a mechanism such as a joint election operation center which strengthens election management body’s’ ability to liaise with security actors.
Qualifications:
• Experience conducting analysis of electoral security issues in post-conflict/conflict environments;
• Experience in election administration, particularly in regards to election security operations;
• Experience working with ministries, national and local government authorities etc.;
• Ability to work under tight deadlines and in a difficult and politically sensitive environment.
• Experience in Asia desirable.
