Job Description
Clearance: Secret, with TS/SCI Eligibility
The selected candidate will participate in all phases of the development and the execution of emergency preparedness exercises with particular focus on Department of Defense installations. This will include vulnerability assessments, installation/facility plans review, and capability assessments related to all phases of
emergency preparedness, consequence management, and exercise programs. The candidate will be expected to routinely interface with clients as the primary point-of-contact for DPMS and provide subject matter expertise support in a team-oriented environment. Consultants must be thoroughly familiar with all policies, programs, and issues that have an impact on all levels of emergency management at the Federal, state, and local level. This includes any Presidential Directives (PDs), National Security Presidential Directives (NSPDs), DoD directives, policies, or plans, and any DHS directives that impact Consequence Management and Homeland Security issues.
Qualifications:
Bachelor’s Degree and 10 years of related experience required; or a Master’s Degree with course work in emergency management or related fields and 6 years of experience.
Experience in any of the following areas is required: emergency management, interagency and intergovernmental coordination, disaster preparedness planning, infrastructure protection, public health services, and operations/ command experience in public safety (law enforcement, fire suppression, hazardous materials response, and emergency medical services). Experience in the DoD emergency management arena is desired but not required.
Experience in developing and executing emergency preparedness exercise compliant with the Homeland Security Exercise and Evaluation Program (HSEEP) .
Experience in development/execution of WMD exercise programs.
Excellent written and oral communications skills.
Strong interpersonal skills required for team oriented task environment.
Must be proficient in MS Office applications (Word, Excel, PowerPoint)
Must be organized, detail oriented, and have ability to prioritize and multi-task
Ability to work under strict deadlines in a fast-paced environment.
Ability to travel on occasion both CONUS/OCONUS .
