Description
Dexis is seeking a Mid-Level Law Enforcement Evaluation expert to provide assistance on a State Department evaluation of the International Narcotics and Law Enforcement Affairs (INL) Virtual Law Enforcement Center of the Organization for Democracy and Economic Development – Georgia, Ukraine, Azerbaijan, and Moldova. The position is pending award. This position is based in Washington DC and involves travel to the aforementioned countries. The work is expected May 2013 for a period of seven months. Candidate is expected to commit for the entire period.
The evaluation’s primary purpose is to evaluate the current performance and effectiveness of the Virtual Law Enforcement Center (VLEC) of the Organization for Democracy and Economic Development – Georgia, Ukraine, Azerbaijan, and Moldova which is supported by INL. To achieve this objective, the expert will complete a range of tasks including:
Make recommendations for management decisions regarding future joint activity that will increase its effectiveness and enhance its sustainability.
Determine the effectiveness of the INL-supported Virtual Law Enforcement Center (VLEC).
Provide timely analysis and management decisions to the Organization for Democracy and Economic Development.
Provide INL and VLEC leadership with an opportunity for mid-project course correction, guidance and direction.
Ensure INL is continually briefed of progress, challenges and recommended solutions via weekly and monthly progress reports.
The ideal candidate will meet the following qualifications:
Graduate degree in social sciences or in a related field;
A minimum of ten (10) years’ experience in evaluation of overseas programs and projects, prior work experience in Georgia, Ukraine, Azerbaijan, and Moldova preferred;
Extensive local expertise and experience in Ukraine is highly desirable;
Substantive experience in international law enforcement cooperation and processes;
Extensive knowledge and experience in information management and networking;
Strong written communication skills in English, Russian a plus;
Demonstrated team experience working in an intercultural and international environment;
Demonstrated ability to work in an environment of collegiality and shared decision-making, or open and collaborative management and leadership style
