AMERICAN SYSTEMS is seeking a Correctional Officer Subject Matter Expert (SME) in support of a Criminal Justice Program Support task order being executed in Mexico. The Corrections SME is recognized
as having a high level of experience in the field of Corrections. SMEs generally provide expert consulting and assistance services for the development, implementation and support of program objectives.
The Merida Initiative is a partnership between the governments of the United States and Mexico to confront the violent national and transnational gangs and organized criminal and narcotics trafficking organizations that affect the entire region. Merida Initiative programs are instrumental in increasing Mexican Government capacity and institutionalizing the partnership of participating countries. The primary objectives of the Merida Initiative include disrupting the capacity of organized criminal groups to operate, institutionalizing capacity to sustain rule of law and respect for human rights, creating a 21st century border and building strong and resilient communities.
The Merida Initiative compliments US domestic efforts to reduce drug demand, stop the flow of arms and weapons across the US border and confront gangs and criminal organizations. The Merida Initiative also compliments broader efforts by the Governments of Mexico to engage on every front in the battle against organized Crime. With a focus on capacity building, the Merida Initiative provided for the following in an effort to increase the capabilities of the participating countries.
Duties and Responsibilities:
• Support, assist and advise NAS and the GOM in current efforts to develop and implement a Corrections Accreditation Program. This includes developing and implementing policies and practices for corrections facilities and the National Correctional Academy of Mexico that meet or exceed American Correctional Association (ACA) International Standards.
• Conduct audits of correctional facilities as part of the international accreditation process.
• Establish professional contacts, and methods of maintaining them, at appropriate levels within the GOM, and with non-governmental organization (NGO) partners.
• Evaluate and assess the training requirements in the Mexican federal penitentiary system, to ensure that the instruction provided meets international training standards.
• Coordinate the development and implementation of the training elements of the accreditation program.
• Support the correctional accreditation effort in developing and implementing professional training standards for corrections staff that meet or exceed international standards.
• Coordinate with the GOM in developing a training plan to deliver on-site instruction at designated state and federal prisons. The plan shall be adaptable to various physical plant settings. The Basic Correctional Officer training course will utilize the approved curriculum being taught at the National Correctional Academy of Mexico.
• Assist in the development of GOM Corrections Academies.
• Serve as an advisory resource for INL program managers in Washington and in the field on specific aspects of the planning and implementation of ongoing corrections assistance programs.
• Attend domestic and international conferences on the corrections aspects of stability and reconstruction operations.
• Participate in outreach activities with domestic and international law enforcement communities to increase awareness of INL programs and policies in order to solicit greater cooperation and participation.
For over ten years, AMERICAN SYSTEMS has supported the delivery of training services to foreign personnel in support of US foreign assistance programs. We offer a very competitive compensation and benefit package and there are no upfront out of pocket expenses for persons hired. All travel and transportation arrangements will be made and paid for by AMERICAN SYSTEMS. Living expenses are paid by AMERICAN SYSTEMS with all employees living in western-style secure accommodations. Work is performed five days per week at a secure facility/base within the host nation (foreign purchaser). Persons hired will be full-time salaried employees of AMERICAN SYSTEMS. There is no requirement/authorization to carry firearms.
Position Requirements:
• US Citizen
• Must be able to possess/maintain MRPT Clearance
• Fluent or Native Spanish communication ability (FSI 3/3 proficiency or equivalent rating)
• Possess a Bachelor’s or higher degree from an accredited college or university in any field with preference given to degrees in criminal justice, social sciences, accounting, or communications (Education may be substituted on a year-for-year basis for each year served in U.S. corrections at the rank of associate/deputy warden (or the equivalent)) but the final call of what does and does not pass for sufficient experience rests with the Department of State.
• Graduation from a U.S. federal or state corrections or probation officer academy certified by a POST commission or equivalent, and of at least 120 hours in length.
• 7 years as a corrections officer in the United States, with at least 2 years at the rank of Sergeant or equivalent.
• Individual must have a demonstrated track record of accomplishment in the specific Subject matter requested.
• 3 years of managerial and supervisory experience as a Deputy Warden or Warden.
Background / Experience Requirements:
• Preferred that the Senior Advisor SME have at least two (2) years of experience working on international corrections issues and reform, including working overseas in the corrections development field; and have experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID).
