KEY REQUIREMENTS
U. S. Citizenship is required.
Must be able to obtain and maintain a Top Secret security clearance.
Relocation Expenses WILL NOT be paid.
Overnight travel of 11 or more nights per month may be required.

DUTIES:
Conduct operational assessments on explosive detector dog (EDD) teams in working environments designed to maintain detection proficiency, update and enhance the knowledge of new or improved detector dog employment performance.
Ensure all Federal, state, local laws, regulations, and procedures are complied with in the handling, transporting, and storage of various explosives, hazardous materials, and weapons.
Enforce all requirements pertaining to the safe handling practices of dogs.
Conduct analysis of new and changing methods of identifying explosive components and devices to determine the threshold of the detector dog’s olfactory capabilities and behavioral action to detect trained odors.
Develop methods and procedures designed to improve the effectiveness of explosive detector dog (EDD) teams.

QUALIFICATIONS REQUIRED:
To qualify for the GS-13 position, you must possess the following:
To qualify at the grade GS-13, applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: 1) performing law enforcement duties including protective services and physical security that involve investigating criminal and security incidents; 2) developing, plans and procedures related to the utilization of detector dogs in preventing the introduction of explosives and other prohibited items in facilities; 3) providing technical advice and guidance to management and other senior staff regarding canine utilization in the enforcement of laws and regulations; and 4) analyzing and evaluating operational activities to provide recommendations for improving the effectiveness of explosive detector dog teams.

Time-in-Grade Requirements: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service. All qualifications and time-in-grade requirements must be met by the closing date of this announcement.

New employees must serve a one year probationary period.

Conditions of Employment
Training Requirements: Selectee must successfully complete the FLETC basic training program consisting of the Uniformed Police Training Program (UPTP), the Advanced Individual Training Program (AITP). Additional training such as the Physical Security Training Program (PSTP) and the Field Training and Evaluation Program (FTEP) following evaluation of your experience and prior training by your supervisor.
Firearms Requirement: The incumbent must carry a firearm while performing duties of this position. Maintaining firearm proficiency is also mandatory. Any person who has been convicted of misdemeanor or felony crime of domestic violence cannot lawfully possess firearms or ammunition. False or fraudulent information provided by candidate is criminally punishable by fined and/or imprisonment.
Drug Test: Must submit to a drug test and receive a negative drug test result before you can be appointed into this position. After appointment, you may be subject to random testing for illegal drug use.
Random Drug Testing: The employee of this position is subject to random drug testing.
Training Requirement: Incumbent must successfully complete the Federal Law Enforcement Training Center’s Training Program, or its equivalent.
Travel: The employee will be required to travel frequently.
Essential Personnel: This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operations events without regard to declaration of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations.
Law Enforcement: The position possess law enforcement authority under Title 40 of the United States Code, Section 1315, exercising such authority to provide investigative and law enforcement services to customer, agencies, federal employees and members of the general public located and/or conducting businesses in government-owned or leased properties.
Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. A person convicted of a misdemeanor or felony crimes of domestic violence are not eligible for the position.
Mobility Agreement: This position may require the employee to be reassigned to different geographic locations. Accordingly, the employee will be required to sign a mobility agreement, which will remain in effect through the duration of the assignment.
Pre-employment Medical Requirement: Prior to appointment, the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also successfully pass a medical examination (which includes, but is not limited to vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You must be medically eligible and otherwise capable of safely wearing and using a negative air-purifying respirator (gas mask) or other respiratory protective equipment. This position may be subject to periodic employee examinations in the future.
