Position Purpose:
Provides assistance to the Manager, Investigations for the administration and operations of investigative Programs to ensure compliance with applicable laws, regulatory requirements and Presidential directives.
Conducts criminal, civil and administrative investigations.
Liaison with various agencies on the local, state and federal levels of government for the protection of TVA Critical Infrastructure.
Protection of TVA's critical infrastructure/key resources consistent with TVA Police objectives.
Provides testimony in local, state and federal court in support of the TVA Police mission.
JOB DIMENSIONS:
Supervisory Responsibility -may substitute for the Manager, Investigations in his/her absence.
Budget Responsibility - None
PRINCIPAL ACCOUNTABILITIES:
General knowledge of:
TVAP investigations (Homeland Security, criminal, ARPA, internal, civil, and administrative);
Intelligence gathering and sharing, both internal and external;
Ability to analyze complex situations and find appropriate solutions.
Ability to work independently and without direct supervision when required.
Ability to prioritize and complete multiple tasks simultaneously.
May serve as the agency representative on local, state and/or federal task forces.
May also be called upon to lead complex civil and administrative investigations
May develop and deliver briefings for senior agency officials, OIG inspectors, and related individuals on investigations.
Minimum Eligibility Factors:
Bachelor's degree in a related field of study from an accredited education institution; or equivalent education, training and experience.
Must meet all requirements for TVA Police officer.
Must have five years of full-time experience as a commissioned law enforcement officer.
Must be self-motivated and possess demonstrated interpersonal communication skills.
Must be able to attain and maintain a Top Secret Security clearance.
Knowledge/Skills/Abilities:
Thorough knowledge of TVA's objectives, policies, and programs;
Ability to develop, analyze and manage complex projects, cost estimates and implementation schedules;
Comprehensive knowledge of federal, state, and local statutes and TVA regulations, codes, and instruction;
Demonstrated ability to communicate orally and in writing with all levels of personnel in government, industry and business, both internally and externally.
Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
Must meet fitness for duty standards to include a psychological evaluation.
